DISCUSSION:
In the last 30 days, the level two charger located downtown had 10 sessions and
provided customers with 72 kWh. The DC fast charger at the Coborn’s fuel station had
41sessions and provided482kWh. The charger in the ERMU/City Hall parking lot had 6
sessions and provided customers with 264kWh. There was a totalof 57charging
sessions and 611 kWh of green energy provided over the last 30 days.
Minnesota Municipal Power Agency (MMPA)has been working with the Enel JuiceBox
charger vendor to resolve the availability issues forthe EV charger in Otsego. They have
determined that the credit card reader does not function properly in extremely wintry
weather. MMPA is working with the vendor to resolve the equipment challenges.
Customer-owned solar installations have seen a sharp increase recently. There are
currently 11 systems that will be installed in the coming weeks with at least three more
expected. A big driver for the solar installations is the Investment Tax Credit (ITC). The
residential and commercial ITC for 2022 is 26%. Both credits drop to 22% in 2023with
residential ending after that. The commercial ITC is scheduled to be 10% after2023. The
next two years could see a continuing increase in solar installations from customers
wanting to capitalize on the tax savings.
The Energy City Commission will be conducting a “VisioningSession” to identify a list of
key projects or initiatives and then develop goals, objectives, and budgets to bring back
to the City Council for consideration.
Legislative session started January 31, 2022 and ends in mid to late May. This is a unique
year because of the forecasted budget surplus of $7.7 billion and proposed bond
packages ranging from $1.9 to over $2.7 billion. Items of particular interest to utilities
will focus on infrastructure, broadband availability, Perfluoroalkyl substances (PFAS)
mitigation, wastewater, electric grid reliability, renewable energy, and beneficial
electrification (EVs and space heating). Previous issues that may return in 2022 include
modifying the pay equity and salary cap legislation to allow them to benchmark against
the current employment market conditions for private companies.
