Award, by motion, the bid to Northwest, Inc. for the Trott Brook Park Tennis Court Improvements and LED
lighting Alternate One.
Background/Discussion
The City Council approved the professional service agreement with SRF Consulting on December 20, 2021, to
complete the design and construction documents for the Trott Brook Park tennis court.
Bids were received from 14 companies on February 10 and checked for accuracy by SRF Consulting. The base
bid includes demolition of the existing court and installation of perforated drain tile. Bid Alternate One removes
the existing light poles and replaces them with improved LED lighting.
The bid tabulation indicates the lowest bidder as Northwest Inc. at $206,003.50 base bid and $47,000.00
Alternate One.
Work may commence next month, but most of the construction will not happen until mid -May. All work shall
be substantially completed before Friday, July 1, 2022.
Financial Impact
The PIF has $270,000 allocated for the base bid of this project (engineer's estimate). The estimate for lighting
installation Alternate One is $45,000. Staff recommends proceeding with both the base bid and LED lighting for
a total cost of $253,003.50.

Dear Mayor and Council Members:
Bids were received for the above-referenced project on February 10, 2022 and were opened and read
aloud. A total of 14 responsive bids were received. The bids were checked for mathematical accuracy
and listed on the bid tabulation. The EngineerÔs Estimate for base bid was $270,000.00 and $45,000.00
for alternate #1. The bid tabulation indicates the low bidder as Northwest, Inc., Shakopee, MN, in
the amount of $206,003.50 and $47,000.00 for alternate #1, for a total bid of $253,003.50.
We recommend that the City consider these bids and award the contract to Northwest, Inc., based on
the results of the bids received.
