01-18-2022 EDA MINMeeting of the Elk River Economic Development Authority Held at the Elk River City Hall Tuesday, January 18, 2022 Members Present: President Dan Tveite, Commissioners Garrett Christianson, Matt Westgaard, Mike Beyer, Jennifer Wagner, Jeff Hartwig, and Charlie Blesener Members Absent: None Staff Present: Economic Development Director Brent O'Neil, Deputy Clerk Jolene Richter, and Records Specialist Katie Porath I . Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Economic Development Authority was called to order at 5:30 p.m. by President Tveite. 2. Pledge of Allegiance Pledge of Allegiance was recited. 3. Consider Agenda Moved by Commissioner Wagner and seconded by Commissioner Hartwig to approve the agenda. Motion carried 7-0. 4. Consider Consent Agenda Moved by Commissioner Westgaard and seconded by Commissioner Hartwig to approve the following consent agenda: 4.1 December 20, 2021, Minutes 4.2 Check register as outlined in the staff report. 4.3 Balance sheet as outlined in the staff report. 4.4 Revenue/expenditure report as outlined in the staff report. Public Hearings There were no public hearing items. 7.1 Annual Election of Officers Mr. O'Neil presented the staff report. Moved by Commissioner Westgaard and seconded by Commissioner Wagner to appoint Dan Tveite as the EDA President for 2022. Motion carried 7-0. Moved by Commissioner Blesener and seconded by Commissioner Beyer to appoint Garrett Christianson as the EDA Vice President for 2022. Motion carried 7-0. Moved by Commissioner Westgaard and seconded by Commissioner Christianson to appoint Jeff Hartwig as the EDA Treasurer for 2022. Motion carried 7-0. 7.2 Discuss Enabling Resolution and Bylaws Mr. O'Neil presented the staff report. He stated that review of both is suggested at the annual meeting. Chair Tveite added he would be interested in what Mr. O'Neil has seen at other city's bylaws. 7.3 Designation of Commissioner Committee Assignments Mr. O'Neil presented the staff report. Moved by Commissioner Westgaard and seconded by Commissioner Hartwig to approve the appointment of Dan Tveite and Charlie Blesener to sill the HRA positions on the Joint Finance Committee. Motion carried 7-0. Moved by Commissioner Westgaard and seconded by Commissioner Beyer to approve the appointment of Jennifer Wagner and Charlie Blesener to the Together Elk River Committee. Motion carried 7-0. 1 0 1 1 R I I I T NATURE Economic Development Authority Minutes Page 3 January 18, 2022 7.4 Together Elk River — 169 Redefine Mr. O'Neil presented the staff report. The Commission discussed the possibility of hiring a consultant or public relations firm to help with communication. Messaging would need to be different depending on the phase of the project and the disruption to local businesses, traffic, and accessibility. Commissioner Blesener stated that, as a part of the Together Elk River committee, he noted the committee members had great ideas but no "horsepower" to execute the ideas. Working with a professional agency would allow for more action. He encouraged any information to help residents understand or predict what is coming. Commissioner Westgaard added that Sherburne County has some upcoming projects that the city can partner with, such as the realignment of County Road 33 starting in 2023. The city and county can collaborate on communication. The Commission recommended starting the process of discussing communication options. If a professional was retained, the EDA would need to determine how far the $10,000 budgeted would go toward implementing a plan and determine other sources of funding. 7.5 General Updates Mr. O'Neil presented the staff report. Mr. O'Neil proposed merging the EDA and city Facebook accounts to reach a larger audience. Mr. O'Neil recommended a joint session of the HRA and EDA to receive information on the Placer.ai software after the Economic Development department was at staff capacity. Mr. O'Neil stated that Ryan Hardin, real estate broker at Hardin Companies, would like to meet with the EDA to strategize on the three properties for sale. 8.
