Background
Following the federal decennial census, local governments are required to redraw election districts. The City
Council needs to establish new ward boundaries so representation among the wards remains as equal as possible.
Elk River’s population increased by 2,861 people since the 2010 Census so minor changes are proposed.
Wards
Wards are election districts within the city from which members of the City Council are elected. Elk River has
four wards. Wards must be compact and contiguous and as equal in population as practicable. Other
considerations include preserving political subdivisions, such as neighborhoods, preserve communities of interest,
and to not protect or pair up incumbents.
Precincts
Precincts are areas created for administering elections. They are not tied to population size, but rather to the
number of registered voters in each precinct. There are no requirements for number of registered voters in a
precinct, but a recommendation is not to have more than 1,500 to 2,000. Our proposed new precincts fall
between a range of 1,400 to 2,300. While this is a recommended standard, there are factors over the last few
elections that have made these numbers work, which include more people early voting and the use of poll pads
for a quicker, streamlined voting process. Furthermore, there have not been issues with long lines at voting
locations. The county auditor indicated she didn’t feel there were concerns with these numbers citing the same
reasoning.
March 29 is the required deadline to complete this project. We’ll submit our plan to the state and county.
Counties and schools then complete their redistricting process based on our adopted map. This draft map was
sent to Sherburne County and ISD #728 for review and no comments were received.

Financial Impact
In the future and as voting numbers may change, additional precincts can always be created. This would involve
additional funding for election judges, voting equipment, and supplies.

An Ordinance Establishing New Ward Boundaries,
of the City of Elk River, Minnesota, City Code
The City Council of the City of Elk River does hereby ordain as follows:
SECTION 1. City Ward Boundaries
The City of Elk River shall be composed of, and hereby is divided into four wards, and may be
further divided into precincts as approved by resolution of the City Council, for purposes of all
elections conducted within the City of Elk River shown on the attached map and described below:
a. Ward 1
All that property within the corporate limits of the City lying within the following described
boundary:
Beginning at the intersection of the Zebulon Street alignment (western corporate boundary)
and the Mississippi River, then proceeding north along the western corporate boundary of
the City of Elk River to the intersection of said corporate boundary with the BNSF Railroad,
thence east along the centerline of the BNSF Railroad to County Road 44, thence north
along the centerline of County Road 44 to County Road 1, thence south and east along the
centerline of County Road 1 to the intersection of said corporate boundary with the BNSF
Railroad, thence south and east along the centerline of the BNSF Railroad to Main Street,
thence west along the centerline of Main Street to Wright County Road 42 Bridge (also
known as Parrish Avenue), thence south on the Wright County Road 42 Bridge to the

SECTION 3. That per Minnesota Statute §205.84, this ordinance shall become effective on August
9, 2022, the date of the Minnesota State Primary Election.

A Resolution of the City Council of the City of Elk River Establishing
Precincts and Polling Places
WHEREAS, the 2020 Census has been completed and the Minnesota State Legislature has
been redistricted; and
WHEREAS, Minnesota Statute §204B.14, subd. 3 (d) requires that precinct boundaries
must be reestablished within 60 days of when the legislature has been redistricted or at least
19 weeks before the state primary election, whichever comes first;
NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Elk River,
Minnesota, hereby establishes the boundaries of the voting precincts and polling places as
follows:
Precinct 1A: City Hall, 13065 Orono Parkway
That part of Ward 1 lying generally south of the following described line:
Beginning at the intersection of U.S. Highway 10 and Zebulon Street (westerly corporate
boundary) thence east along the centerline of U.S. Highway 10 to the east shore of Lake
Orono, thence south and east along the easterly shore of Lake Orono and the Elk River,
following the east shore until it terminates at the Mississippi River.
Precinct 1B: United Methodist Church, 1304 Main Street
The part of Ward 1 lying generally north of the following described line:
