Staff wanted to review the space, and the painter agreed to hold pricing. DISCUSSION: The attached Change Order #4 includes a listing of various changes in project scope. These include value engineering options suggested by contractors and additional items that have been identified during construction. The attached Change Order #5 is for the painting alternates listed on bid day. Staff recommends acceptance of this alternate after reviewing the unpainted space. Acceptance of both alternates will add $53,020.04 to the contract with RJM Construction. Over the past month, trench drains have been installed and concrete has been poured in the garage, inventory, wash bay, and maintenance bay areas. Low temperatures have slowed down work on the exterior of the building, but warmer weather is expected. The waterproofing contractor has installed the vapor barriers and blocking for the upper levels of the office space. Planned work for the next month includes roofing over the office area, and continued window and framing installation. Once the roof is complete in the front, concrete will be poured for the office areas and workshops. Both Commissioner Mary Stewart and I were in attendancevia videoconference. A public summary of the meeting follows: o The Board reviewed the Agency’s financial and operating performance for January 2022. o The Board discussed COVID-19 and its effects on supply chains and labor markets. o The Board engaged in a long-term planning session on solar investment. o The Board discussed the Agency’s energy education programs for academic year th graders and a high 2021-2022, which include an elementary program for 4 school program. Virtual program offerings are being provided to schools this year because of the pandemic. o There was an increase of 4 customers participating in MMPA’s residential Clean Energy Choice program from December to January. Customer penetration of the program for residential customers remains at 3.8%. I attended the American Public Power Association’s (APPA) Legislative Rally in Washington, D.C., February 28 through March 2. Monday consisted of preconference sessions, and I attended the presentation on climate change. Tuesday was the Legislative Resolutions session for voting on APPA’s legislative focus, and Wednesday was focused on meetings with legislators at the Capitol. The DC fast charger at the Coborn’s fuel station had 19sessions and provided251kWh. The charger in the ERMU/City Hall parking lot is able tocharge vehicles but is currently experiencing data communication issues. Between the downtown and Coborn’s chargers there was a total of 33 charging sessions and 569 kWh of green energy provided over the last 30 days. Minnesota Municipal Power Agency(MMPA)has been working with the Enel JuiceBox charger vendor to resolve the availability issues for the EV charger in Otsego. They have determined that the credit card reader does not function properly in extreme winter weather. MMPA projects that the issues will be resolved by March 4. Customer-owned solar installations have seen a sharp increase in recent months. There are 15 systems that will be installed in the coming weeks with at least 3 more expected. The Energy City Commission (ECC) met on February 16 to begin a process to update the vision and mission for the ECC. The Commission decided to have a subgroup create a draft of the mission and vision and bring it back for discussion at the next meeting. The ECC will also select 2 or 3 strategic objectives to focus on for the near term. The ECC will then build a plan and financial considerations to bring back to the City Council for discussion. Staff attended the American Public Power Association’s Legislative Conference, February 27 through March 3. A verbal update will be provided at the March commission meeting. Februaryand Marchsocial media posts feature a variety of topics includinghiring for open positions, Smart Energy Provider Week, Presidents’ Day office closure, Tom Bovitz Scholarship deadline, a water service notice on February 21, rate information found in the winter edition of The Current newsletter, and American Public Power Association’s Legislative Rally. Staff will also be posting public service announcements such as dates of upcoming commission meetings. After receiving feedback on the customer satisfaction survey from the leadership team, customer service staff, and the conservation & key accounts department, I met with the consultant on February 25 to finalize questions. The first distribution of 1,000 surveys (500 emails, 500 paper letters) is scheduled for March. The consultant expects to turn in the report on data from the first distribution by mid-April. On February 25, the general manger, operations director,HR staff, and I reviewed applications for the Communications & Administrative Coordinator position. We have been working with the City of Otsego and a developer on how to bring electric service to a development that is in ERMU’s service area but quite some distance from any existing power source.The developerhas decided to postponethis projectfor the time being. Staff is creating plans and ordering materials and equipment for projects that we know will be occurring in the next year. We are also planning the wire and transformer order for 2023 due to lead times. th Staff has torndown all overhead linesalong Highway 169 at 197Avenue and School Street. Once frost is out, we will pull all the remaining poles. Crews are working on phase two of the County Road 35 rebuild. For ERMU this project involves setting new poles, installing new overhead lines, and removing the previous overhead three phase line. Our new Journey Line Worker Alex Paschall started work on February 28. Staff participated in interviews for the Inventory & Procurement Assistant on February 28. Staff participatedinthe review of applications for the Communications &Administrative Coordinator position on February 25. Energized the new three phase service for residences on Parkview Avenue NE in Otsego. Carr’s Tree Service is currently trimming around the overhead lines between North substation and the landfill. ERMU crews started trimming the last week of February and are working around the overhead line that runs along Island View Drive. rd A vehicle knocked down a streetlight on Monroe Court and 183 Avenue. The streetlight should be replaced soon. Crews changed out six possibly defective fuse pads. These were part of a shipment we received from the supplier that were incorrectly assembled. The supplier will repair these fuse pads and returnthemto us. The County Road 35 rebuild continues. The poles are set and crews will be installingnew wire soon. We have seen numerous residential solar installations this month. These require a short disconnect/reconnect of the service by a line crew to connect to the electric system. The City’s Fleet Maintenancedepartmentbeganperforming DOT inspections on our trucks and trailers. These are completed annually, February through April. Crews have started inspectingelectrical infrastructureacross the territoryto verify map accuracy. We arealsochecking for any equipment defects, using an infrared camera to make sure connections are not overheating, changing out old fault indicators, and making sure warning stickers are in place. Jay Reading from Minnesota Municipal Utilities Association was here on February 24 for safety training onelectrical contacts. It was good todiscuss the dangers of the job and talk about real-life incidents that can help us work more safely. Projects continue to line up for the construction season. These consistedof 1 emergency ticket, 73 normal tickets, 10 updated tickets, 2 cancellations, 2 meets, and 1 meet correction. This resulted in a 16.8% decrease in tickets from the previous month and a 4.3% decrease fromthe prior February. The locators continue to infrared equipment and validate data for the electric GIS maps. • Electrical Technicians completed 182 service order tasks, updated the power bill, attended to customer meter issues and off-peak concerns. • On February 24, staff ran generators #1, #2 & #4. Staff noted that Engine #4 had an exhaust leak during startup at one of the exhaust manifold expansion joints. Staff will work on replacing this part before next month. • Mapping department has been working on the GIS backlog from the construction season along with updating the computer-aided drafting maps. Staff has also been working on putting together an infrared map for use by the substation apparatus technician to track inspections and record data. • The substation apparatus technician has been working on relay panel layouts for the West Substation and Station #14 panel replacements. Also, staff completed the substation meter replacement for West Bank #1. • Jeff Murray and I attended the Upper Midwest Metering Association’s 2022 Winter Meeting, March 2-4. The conference consisted of topics ranging from meters and current transformers to distracted driving. There was also a beneficial presentation about solar installations and regulations. During roundtable sessions, the discussions covered topics such as renewable energy policies and equipment availability/shortages. On February 20,a customer reported pink colored water coming from their facuet, we quickly discovered and correctedan overfeed of sodium permanganateat the water treatmentplant for well #6. Staff flushed fire hydrantsin the area toremoveallpink water in the water mains. Theoverfeed was a result of the permanganatepump feed ratebeing mistakenlychanged the priorweek. T-Mobile/Sprint is finishing upgrades to antenna equipment on Auburn Street Water Tower. They will also be upgrading equipment on Johnson Street Water Tower in March. Elfering & Associates sent a letter to the contractor for the County Road 13 rehabilitation project informing them of the quantities ERMU has approved for the water main lowering and insulating work that has been done. If they do not schedule a meeting to discuss those quantities by March 9, we will consider the lack of response an acceptance of the terms presented. Both the IT/OT Technician and I have been assisting with development of the Advanced Metering Infrastructure request for proposals.
