Members Absent: None Staff Present: Steven B. Ach, City Planner, and Gary Schmitz, Planning Assistant 1. Call Meetina To Order Pursuant to due call and notice thereof, the meeting of the Elk River Planning Commission was called to order at 7 p.m. by Chairman Tveite. 2. Consider Plannin9 Commission Aaenda COMMISSIONER KREGER MOVED TO APPROVE THE 4/14/94 PLANNING COMMISSION AGENDA. COMMISSIONER EBERLEY SECONDED THE MOTION. THE MOTION CARRIED 7-0. . 3. Consider Preliminary Plat for Country Crossinas by Country Ridae Partnership, Public Hearina, Case No. P 94-02 Staff report presented by Steve Ach. Mr. Ach gave an overview of the revisions made to the preliminary plat since the Planning Commission's last meeting. Changes to the plat included: dedicating seven (7) acres of park land on the north end of the plat, reducing the number of single family lots from 97 lots to 73 lots, and adjusting the roadway off of Orono Parkway to avoid as many trees as possible. Mr. Ach discussed the City's requirement for installing trees within subdivisions. The ordinance currently requires a tree at intervals of 60 feet. Staff recommended that the subdivision be required to provide one front yard tree for every lot within the subdivision. Chairman Tveite opened the public hearing. There being no comments from the public, Chairman Tveite closed the public hearing. . Commissioner Kreger indicated that he was in attendance at the Park Commission meeting and gave a brief overview of the Park Commission's discussion regarding this item. Commissioner Kreger also discussed the concept of front yard trees within every lot and expressed the desire to have some diversity and creativity with the placement of these trees. It was suggested the developer consider adding landscaping along the trail corridors to the southwest and southeast to help buffer those four lots adjacent to these corridors. Commissioner Eberley stated that these corridors would be used by pedestrians both on foot and on bikes, and screening would be a good idea. Commissioner Minton asked if the extension of Orono Parkway would avoid existing trees. Commissioner Minton also asked if there would be a pedestrian connection from Fresno Street to Orono Parkway. Mr. Ach stated that a pedestrian trail connecting Fresno Street to Orono Parkway would be desirable to complete the pedestrian system in this area. Commissioner Kuester felt that every lot within the subdivision should have at least one front yard tree to help establish a boulevard concept along each residential road. Commissioner Eberley discussed the seven acre park along the north edge of the plat and felt this park would be a nice addition to the entire area. COMMISSIONER KREGER MOVED TO RECOMMEND APPROVAL OF A PRELIMINARY PLAT FOR COUNTRY RIDGE PARTNERSHIP, PUBLIC HEARING, CASE NO. P 94-02, CITING STAFF'S MEMO AS FINDING OF FACT. APPROVAL IS RECOMMENDED WITH THE FOLLOWING CONDITIONS: 1. A PLAN BE SUBMITTED TO THE CITY IDENTIFYING THE LOCATION OF ALL MAILBOXES AND A DETAIL ILLUSTRATING THE UNIFORM MAILBOX DESIGN THAT WILL BE USED THROUGHOUT THE PLAT. 2. THE DEVELOPER PROVIDE A LANDSCAPE PLAN TO THE CITY FOR APPROVAL ILLUSTRATING BERMING AND LANDSCAPING ALONG JOPLIN STREET AND COUNTY ROAD NO. 30. SAID PLAN SHOULD CONSIST OF CONIFER AND SHRUBS WHICH HELP BUFFER AND PROVIDE AN AESTHETIC STREET SCAPE. . 3. RESTRICTED ACCESS ALONG COUNTY ROAD NO. 30 SHALL BE MADE PART OF THE PLAT. 4. 182 AVENUE AND HUDSON STREET OFF OF ORONO PARKWAY SHOULD BE ADJUSTED TO LINE UP WITH THE SIDE PROPERTY LINE AND REAR PROPERTY LINE, RESPECTIVELY, REDUCING THE IMPACT OF INCOMING CARS ON THOSE RESIDENTIAL HOMES. S. PUBLIC IMPROVEMENTS TO SERVE THE PROPOSED PLAT INCLUDE THE EXTENSION OF JOPLIN STREET TO ORONO PARKWAY AND ORONO PARKWAY TO JOPLIN STREET. 6. DEVELOPER GRANT TO THE CITY A 90 FOOT STREET, DRAINAGE, AND UTILITY EASEMENT FOR THE EXTENSION OF JOPLIN FROM ORONO PARKWAY TO HIGHWAY 10. 7. A GRADING PLAN BE REVIEWED AND APPROVED BY THE CITY ENGINEER PRIOR TO RELEASING THE PLAT FOR RECORDING. 8. A DEVELOPMENT PLAN BE SUBMITTED ILLUSTRATING TYPES OF HOMES AND LOWEST FINISH FLOOR ELEVATIONS AND APPROVED BY THE CITY ENGINEER PRIOR TO RELEASING THE FINAL PLAT FOR RECORDING. 9. TREE PRESERVATION EFFORTS BE INCORPORATED INTO THE CONSTRUCTION OF PUBLIC IMPROVEMENTS TO SERVE THIS PLAT AS APPROVED BY THE CITY COUNCIL. AN ENVIRONMENTAL ASSESSMENT WORKSHEET BE PREPARED AND FINALIZED PRIOR TO FINAL PLAT APPROVAL BY THE CITY COUNCIL. ALL BUILDINGS LYING WITHIN THE JOPLIN STREET RIGHT OF WAY BE REMOVED PRIOR TO RELEASING THE FINAL PLAT FOR RECORDING. A DEVELOPERS AGREEMENT BE PREPARED AND EXECUTED PRIOR TO RELEASING THE FINAL PLAT FOR RECORDING. RELOCATION OF THE US WEST CABLE LINE BE RESOLVED PRIOR TO FINAL PLAT REVIEW BY THE CITY COUNCIL. 15. PROPER EASEMENTS BE DEDICATED AS PART OF THE PLAT TO FACILITATE THE EXTENSION OF UTILITIES TO SERVE THE PLAT. 16. ONE 2" CALIPER OVERSTORY TREE BE PROVIDED WITHIN THE FRONT YARD OF EACH LOT. THESE TREES SHOULD BE IDENTIFIED AND MADE PART OF THE LANDSCAPING PLAN FOR THE PROJECT. 4. . COMMISSIONER EBERLEY SECONDED THE MOTION. THE MOTION CARRIED 7-0. Other Business The Commissioners continued to discuss the front yard tree requirements and concluded that the current ordinance, which states one tree at intervals of every sixty feet be applied on future subdivisions. In addition, the Commissioners indicated that they would like to see some creativity and diversity in the landscaping plans for residential plats. Chairman Tveite informed the Commission members that in addition to Commissioner Minton, he would like to appoint Commissioner Kreger to the Comprehensive Plan Steering Committee. 5. Adjournment There being no further business, COMMISSIONER MINTON MOVED TO ADJOURN THE MEETING. COMMISSIONER KREGER SECONDED THE MOTION. THE MOTION CARRIED 7-0.
