CITY OF ELK RIVER PLANNING COMMISSION
Annual Meeting Minutes
1/18/92
Elk River Country Club
Meeting was called to order by 1991 Chair Rita Johnson at
8:10 a.m.
Commissioners attending: R. VanValkenburg, A. Nadeau,
R. Minton, D. Tveite, M. Eberley, D. Spotts, R. Johnson
Elections: Van Valkenburg moved to elect Nadeau 1992
Chairperson. Eberley seconded. Motion carried 7-0.
Johnson moved to elect Eberley 1992 Vice Chair. Spotts
seconded. Motion carried 7-0.
Nadeau chaired the meeting from this point on.
Nadeau commented that the Big Lake Township Planning
Commissioners would 1 ike to meet with our Commission soon,
possibly at the February workshop. It was agreed that Big
Lake Twp. Planning Commission would be placed on the
February workshop agenda.
Commissioners planned workshop topics for 1992 as follows:
February: Exotic Animal Ordinance
Big Lake Township Planning Commission
March: Site Plan Training Class Part II
April: City Tax Base and the Role of the Commission
May: Mobile Workshop (Topics of current interest)
June: Historical Preservation
July: No workshop scheduled
August: Downtown Parking Study
September: Citizens Guide to the Comprehensive Plan
October: Open
November: Open
December: No workshop scheduled
Commissioners noted that this schedule is tentative and
flexible. Topics will change as necessary.
Staff sees three main items in 1992: Watershed, Gravel
Mining and Transportation. Staff will initiate work in
these areas.
Commissioners discussed Transportation study in terms of
roads, publ ic transportation, bike trails, etc., and agreed
that the study should include these topics.

Chai~man Nadeau will discuss the following with the Council-
City O~dinance mandates that the Planning Commission ~eview
the capital imp~ovements plan and the Commission has not
been ca~~ying out this duty.
Othe~ tasks:
-VanValkenbu~g will discuss concept of "Community Bulletin"
in Sta~ News with Council and staff. Commissione~s
~ecognize a need to make publ ic notices mo~e unde~standable
to citizens.
-Johnson will wo~k with Council on Role of the Commission
-Minton will p~epa~e a 1992 Commission wo~k plan g~id
1992 Planning Commission budget was discussed. Council has
set amount at $3000. Out of state t~avel will be at
disc~etion of Council. MPA/MnAPA 1992 State Confe~ence will
be ~eplaced with an Uppe~ Midwest Regional Confe~ence in
Fall. Commissione~s discussed the value of t~aining and
encou~aged new commissione~s to take advantage of GTS
Planning Institute fo~ the basics as soon as they could.
Also noted, Fall Regional Confe~ence will be in Minneapol is
and thus easily accessible fo~ all. MPA will be int~oducing
Planning Commissione~ T~aining Manual in Sp~ing, and
commissione~s exp~essed inte~est in pu~chasing some.
Planning Commission Rules and P~ocedu~es we~e ~eviewed and
some ~evisions we~e made. Johnson will wo~k with Sha~on
Maue on updates. Nadeau will p~esent to the Council.
Nadeau suggested adding te~m 1 imits to Rules and P~ocedu~es.
Discussion followed. Minton moved and Ebe~ley seconded the
following: The City of Elk Rive~ Planning Commission
~ecognizes se~vice on the Planning Commission as a civic
duty and the~efo~e ~ecommends that an individual
commissione~ be 1 imited to se~ving two consecutive te~ms,
full o~ pa~tial. Befo~e being conside~ed fo~ anothe~
appointment to the Planning Commission, a fo~me~ Planning
Commissione~ shall have spent no less than one th~ee yea~
te~m off the commission.
Minton and Tveite have copies of the Elk Rive~ Pa~k and
Rec~eation plan. Nadeau will secu~e copies fo~ the othe~
commissione~s.

Spotts mentioned that the commission can expect to see
~ezoning in the weste~n a~ea of the city as the city hall
complex develops and sewe~ and wate~ se~vice is extended.
Commissione~s felt p~epa~ed to ~eview zone changes based on
the G~owth Management Plan and the Focus A~ea Studies.
