3.2 MFAC DRAFT MINUTES 01-10-2022 Meeting of the Multipurpose Facility Advisory Commission Held at Furniture and Things Community Event Center Monday, January 10, 2022 Members Present: Chair Williams, Matt Westgaard, Betsy Gulden, Greg Loidolt, Mike Cunningham, Kara Walker (joined at 6:49 p.m.) Members Absent: Jim Hecker, Jacob Peterson, Mike Westgaard Staff Present: Superintendent, Tim Dalton, Assistant Facility Supervisor, Megan Leeseberg, Hecker, Parks and Recreation Director 1. Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Multipurpose Facility Advisory Commission was called to order at 6:32 p.m. by Chair Williams. 2. Consider Agenda Chair Williams removes Item 7.1 Annual Election of Officers until the March meeting. Moved by Commissioner Matt Westgaard and seconded by Commissioner Loidolt to approve the January 10, 2021, Multipurpose Facility Advisory Commission Agenda with the change to remove Item 7.1. Motion carried 5-0. 3.1 Consider 12/02/2021 Regular Meeting Minutes Chair Williams requested that the section “Members Absent:” is listed at the beginning of the minutes. Chair Williams added “Members Absent: Mike Cunningham” to the December 2, 2021, Regular Meeting Minutes. Chair Williams requested to add that Matt Westgaard left the meeting early reflect the correct commission member count. December 2, 2021, Regular Meeting Minutes were not approved by commissioners. Minutes will be brought back to the February 14, 2022, Multipurpose Facility Advisory Commission Meeting. 4. Open Forum No one spoke at the open forum. 5.1 Introduction of Newly Appointed Advisory Commission Member – Betsy Gulden Multipurpose Facility Advisory Commission Minutes Page 2 January 10, 2022 ----------------------------- Betsy Gulden introduced herself to the Multipurpose Facility Advisory Commission. Gulden gave reasons why she made the decision to join the commission. Gulden spoke on how she is connected to Elk River and what her past has been with sports. Chair Williams administered the Oath of Office for Gulden. 6.1 Advisory Commission Ordinance Chair Williams discussed some future housekeeping duties that the commission will need to complete to fulfill the duties of the commission outlined in the Multipurpose Facility Advisory Commission Ordinance.  Present Annual Report to the City Council. Schedule for April or May after the busy ice season is complete.  Plan and execute public outreach to major Multipurpose Facility (MPF) users, Elk River Youth Hockey, Elk River High School Booster Clubs, Elk River Figure Skating Club, and other future groups, i.e. Spectrum Hockey Boosters, etc.  Bylaws for the MPF Advisory Commission must be drafter and approved. 6.2 Branding Task Force Update Matt Westgaard spoke with the Advisory Commission that the Branding Task Force group has not yet met. The task force is getting a meeting set to configure where their priorities are. The task force is hopeful to have information brought to the next Multipurpose Facility Commission meeting. Mike Cunningham spoke about having signage for the Cornerstone Automotive Arena for the high school hockey games. Cunningham suggested a student section sign, home section sign, and away section sign. Kara Walker joined the meeting at 6:49 p.m. 7.1 Annual Election of Officers Item 7.1 Annual Elections of Officers was removed from the agenda at the beginning of the meeting. 7.2 Member Request: Require facemasks to attend the Senior Activity Center and its programs Mr. Dalton shared that a Senior Activity Center member came to the front desk and Multipurpose Facility Advisory Commission Minutes Page 3 January 10, 2022 ----------------------------- commented that we would have a lot more seniors come to the Senior Activity Center if there was a mask mandate. The commission showed no interest in having there be a mask mandate in the Senior Activity Center. Commissioners expressed that if a member chooses to wear a mask to the Senior Activity Center they are welcome to, that the commission supports it, and each individual should continue to do what is best for themselves. Commissioners discussed that in no other city facilities is there a mask mandate. Lack of motion to support the request. 8. Superintendent Updates Mr. Dalton an update of what has been going on with the FTCenter.  Mr. Dalton shared that the City Council approved the Multipurpose Facility Advisory Commission Meeting dates. The City Council made an alteration to the Multipurpose Facility Advisory Commission Meeting dates. The meeting on April 11 is now on April 12.  City council approved our 2022 commission meeting dates o One adjustment: April 12th is now our meeting not April 11th – council has a conflict  Folding chairs received for larger events held at the FTCenter  Pepsi vending contract is being revised  Scoreboard/horn malfunction in Kiser Construction Arena  Lights out partially in Arenas during game time  Senior Activity Center gifts potentially stolen  Video board malfunction  Boy’s and Girl’s high school booster clubs are running most of the high school game day operations  December 4, 2021, the Inaugural Holiday Makers Market  Cornerstone Holiday Celebration postponed due to COVID-19 concerns  Kiser Construction Arena Ribbon Cutting and Open Skate  ERYHA Twaddle Bantam Tourney took place on January 7-9, 2022  Upper Lobby use with Serrano Brothers Café  Reactions of Serrano Brothers Café not being open yet  Serrano Brothers Café is close to opening  Staffing need for the high school hockey games and its demands  Minnesota Ice Arena Mangers Association (MIAMA) toured the FTCenter  Continued work with the Tier 3 Junior Hockey Team  Met with Terra Construction for remodel/expansion for junior hockey team  December 15, 2021, FTCenter hosted MN Wild Youth Hockey Spotlight Game Multipurpose Facility Advisory Commission Minutes Page 4 January 10, 2022 -----------------------------  Added turf walking in the fieldhouse  New equipment for winter – John Deere tractor  Youth night events needs refining with more details and better messaging  Video board productions are outstanding  Spectrum high school reached out looking for ice for the 2022-23 hockey season  Andover parent yelling at staff for enforcing the rules  High school boosters approached FTCenter staff about renting space for storage  Senior Activity Center Incident with derogatory language  December 9, 2021, high school game youth teams were expecting free entry  Youth entering the fieldhouse without permission  Sprinkler head was struck by softball in fieldhouse  Dome planned in Ramsey  ERYHA team stepped on ice while Zamboni was resurfacing  Six (6) youth were removed from facility for inappropriate behavior  Lease space contract with iBackCheck in the works with City Attorney  JR Gold game issue  Boy’s high school hockey game, staff appreciation night  Complaints from seniors about facility parking  Senior Activity Center year-end report  January 2022 Senior Activity Center Newsletter – attached  Multipurpose Facility Advisory Commission Elk River City Ordinance – attached  City of Elk River Board and Commission Handbook – attached 9.
