1. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Multipurpose Facility
Advisory Commission was called to order at 6:31 p.m, by Chair Williams.
2. Consider Agenda
Moved by Commissioner Loidolt and seconded by Commissioner Matt
Westgaard to approve the December 2, 2021, Multipurpose Facility Advisory
Commission Agenda. Motion carried 7-0.
3.1 Consider 1 1/04/2021 Regular Meeting Minutes
Moved by Commissioner Hecker and seconded by Commissioner Mike
Westgaard to approve the following November 4, 2021, Multipurpose Facility
Advisory Commission Minutes. Motion carried 7-0.
4. Open Forum
No one spoke at the open forum.
S. Presentations
No presentations.
6.1 Task Force Continuation as Recommending Body for Facility Branding
and Graphics
Mr. Dalton discussed the next steps for the Facility Branding and Graphics. The
next steps are to have the commission members recommend what the first zone to
brand will be. Commission members will start a process of what the guidelines are
for what type of graphics or displays will be allowed in each zone.

To better facilitate the work needed to implement the branding and graphics
applications, the branding task force will continue to meet and make
recommendations to the MPF Advisory Commission for discussion, approval, etc.
6.2 Tier 2 Junior A Hockey Team Initiative
Mr. Dalton explained to the Advisory Commission the possibility of having a Tier 3
Junior A Hockey Team here. This is a preliminary proposal. Staff will continue to
work to develop the details for this initiative.
Commissioner Matt Westgaard asked to have examples of what other contracts look
like with other arenas and teams.
Commissioner Mike Westgaard asked how many extra hours would be available for
the potential team and how many timeslots are currently available that they would
take. Mike Westgaard questioned if there was enough room for this potential Tier 3
team. Mr. Dalton responded to Mike Westgaard that more information will be
provided at the January commission meeting.
7.1 Consider Request to Utilize Fire Exit Door for Entry in Senior Activity
Center
Matt Westgaard presented with the Advisory Commission to use the Fire Exit Door
in the Senior Activity Center as an entrance. The commission members were not in
favor of having the Fire Exit Door become an entrance into the Senior Activity
Center. Commission members reasoning for not being in favor are, the Fire Marshal
indicated that use of that door as an entry was not allowed under state fire codes, not
up to ADA requirements, no vestibule, no crosswalk outside the door, no handle on
the door, and it does not align with our facility safety guidelines, we utilize a single
common entry for the entire facility to maintain control over entry. Additionally, the
commission was not in favor of making physical changes to the facility, to
accommodate a facility entry at that location.
Moved by Commissioner Peterson and seconded by Commissioner Hecker to
not approve the request to utilize fire exit door for entry in senior activity
center. Motion carried 7-0.
7.2 Determine MPF Advisory Commission 2022 Meeting Schedule
Chair Williams presented to move the Commission's 2022 Meeting Schedule to the
second Monday of each month at 6:30 p.m.

Commissioners discussed what night would work best for all to gather. It was
decided that with the second Monday of each month, the Commissioners could
avoid most conflicts that would arise throughout the year.
The commission members were in favor of changing the MPF Advisory
Commission 2022 Meeting Schedule to the second Monday of each month at 6:30
p.m.
Moved by Commissioner Williams and seconded by Commissioner Peterson
to approve the following, MPF Advisory Commission 2022 Meeting Schedule.
Motion carried 7-0.
8. Superintendent Updates
Mr. Dalton provided an update of what has been going on with the FI'Center.
■ Naming rights branding completed in Kiser Construction Arena
■ Elk River Hockey logo installation in Kiser Construction Arena
• Elk River Girl's High School Hockey Game attendance
• Staff challenges for the high school hockey games
• High school boosters hired a student to do the videoboard during games
■ High school locker rooms are now being utilized
■ MN Wild Youth Hockey Spotlight Game on 12/15/2021
• Serrano Brothers Cafe preparation continues
• ERYHA providing temporary concession stands during high school hockey
games
■ Children misbehaving in the facility, resulted in being expelled
■ Continue to work with iBackCheck for agreement on the lease space
■ Walking track hours
• Revenue Management
o All facility rentals will have to be paid in full at time of reservation
■ Senior Activity Center amid its 2022 Membership Drive
• First Holiday Makers Market takes place on Saturday, December 4, 2021
9. Announcements
Chair Williams reminded the commission members to reapply for their positions.
The MPF Advisory Commission is continuing to search for an at large
representative. Commissioners discussed bringing to council of having an at large
representative that is out of a category for more than two years but less than five
years, to help get more applicants.
