Lois Fakken, Toastmasters ,1p of Public Relations for Club 4749, has asked that Council
appro\Te a proclamation to declare October 2005 as Toastmasters International IvIonth in tile

SUBJECT: Request for Toastmasters International Proclamation
Dear Mayor Klinzing -
I am requesting that October 2005 be declared Toastmasters International month in the
city of Elk River, MN.
Toastmasters International is celebrating its 81 st alll1iversary. OUf organization was
established in October of 1924, as a non-profit organization by Dr. Ralph. He believed
that people need an organization where they can practice communication and leadership
skills in a supportive environment. The vision of the organization is to empower people
to achieve their full potential and realize their dreams. The program COllsists of manuals
and education modules. Members help each otller via constructive evaluations.
Members help themselves via doing assignments at a pace that facilitates tlleir leanlillg
level and style. It is an organization that fosters effective thinking, listening and
speaking.
Our goal is to obtain the proclamation by October 01, 2005 or sooner. It will be a tool to
inspire both members and non-members to celebrate our anniversary.

Proclamation
Whereas, the vision of the Toastmasters International organization is to elnpower
people to achieve their full potential and realize their dreams; and
Whereas, since the Toastmasters organization began in 1924, more than three
million men and women have benefited from its communication and leadership
programs. Members of Toastmasters benefit from improved communications skills,
better meeting facilitation skills, and leadership skills. Increased self-confidence is an
added dividend; and
Wllereas, meetings include both prepared and extemporaneous speaking.
Speeches are evaluated emphasizing positive in1ll1ediate feedback and ideas for
improvement, all within a supportive environmellt. Members receive educational
manuals from Toastmasters International Wllicll offers guidelines for speeches; and
Wllereas, the mission of Toastmasters club is to provide a mutually sllpportive
and positive learning environment in which every member has the opportunity to develop
communication and leadership skills, which in turn foster self-confidence and personal
growth; and
Whereas, GRE Energizers, Toastmasters Club #4749 meets weekly within the
City of Elk River, Minnesota.
Now, Therefore, I, Mayor Stephanie Klinzing, Mayor of the city of Elk River,
Minnesota, do hereby proclaim October 2005 as
Toastmasters Month In the City of Elk River
And call upon all citizens of this city to join us in commending this observance and
celebrating the 81st anniversary of the Toastmasters International organization.
