SUBJECT: October 10 joint City Council Meeting with Boards and Commissions
The second annual joint meeting between the City Council and all of the city boards and
commissions is scheduled for October 10, 2005 at 6:30 p.m. at Lions Park Center. The nine city
boards and commissions are as follows:
Housing and Redevelopment Authority
Planning Commission
Ice Arena Commission
Municipal Utilities Commission
Energy City Commission
Economic Development Authority
Parks and Recreation Commission
Library Board
Heritage Preservation Commission
At the September 12,2005 City Council meeting, a discussion took place regarding the agenda for
the meeting and what the City Council hopes to accomplish at this joint meeting with
boards/ commissions. The consensus of the City Council was that the meeting should be kept
informal and general in nature. The Council stated that it would be appropriate for each group to
identify a couple of top work projects for the upcoming year; but that this meeting should really be
viewed as an opportunity for members of boards and commissions to have a dialog with the Council
and to ask questions of the Council. In this regard, you could say that the theme for this upcoming
joint meeting is "A conversation with the Council".
One thing that is different for this upcoming joint meeting is that a new city commission has been
established. The Energy City - Action Committee for Energy (ACE) has transitioned into a City
Council appointed Energy City Commission. The goals of ACE and the Energy City Commission
are the same as are the members. One of the current demonstration projects that the Energy City
Commission is involved with is Energy House III that is under construction in Elk River. It seems
appropriate that the Mayor would begin the meeting with an introduction of this new city
comrmSSlOn.
Prior to the October 10 joint meeting, a brief memo will be distributed to everyone that will include
a roster for all of the boards and commissions. Please share the general information in this memo
with your boards and commissions in order to help prepare for the upcoming October 10 joint
meeting.

ENERGY CITY
COMMISSION
Function:
The Energy City Commission shall promote the City of Elk River as a hub of energy
technology, energy manufacturing, energy demonstrations, recycling, use of green products,
and education. For more detailed information, see Chapter 2, Article V, "Boards and
Commissions," of the Elk River City Code.
Meetings:
The Energy City Commission meets at least four times each calendar year. Dates, times, and
locations shall be established by the Commission members. Additional meetings will be held
on an as-needed basis.
Members and Term:
The Energy City Commission consists of fifteen members appointed by the City Council.
Terms are three years beginning on the first day of March; however, members shall hold
6ffice until their successors have been appointed. Members shall consist of one
representative from the following: City Council, Elk River Municipal Utilities, EDA,
Chamber of Commerce, Suburban Northwest Builders Association, Elk River Landfill, and
an environmental group. Members shall also consist of one representative designated by
Independent School District 728, one representative designated by the Sherburne County
Board of Commissioners, and up to six representatives from energy related businesses as
determined by the City Council.
