Action Requested
Provide the applicant with informal,non-binding, feedback regarding the proposed development project.
Background/Discussion
The applicant has requested a concept review with the Planning
Commission to discuss development of the subject parcels. The
current proposal includes mini-storage, outdoor storage,light
industrial, and future commercial uses. City ordinances to not support
the proposed uses and the applicant would like to understand the -
U.
Commissions level of support for a rezoning to support the uses UcR33 --
outlined in the concept plan.
Mini-storage uses are currently only allowed within certain '
commercial and industrial districts outside of the urban service area. RR
This parcel does not meet that requirement. Plans also show a
possible land swap with the city. Please review the plans and provide Hwy 10
the applicant with informal feedback on his concept proposal. CR 12

Requesting to change zoning to allow a mixed use property with 1.5 acres outside parking, 3-4 acres
mini storage type buildings all fenced and gated. Possible light industrial building on remaining 1-2 acres
of the mini storage area to be 40 x80 buildings with 14’ doors for small businesses to store and operate
out from.
Front Hwy frontage to be zoned commercial or Light industrial concept as per attached development
plan.
Also Zack had talked about a possible land exchange for the on ramp running thru the property so would
like to know what the offer would be for that.

Dear Mr. Vinje:
Thank you for your applications for concept review. City staff along with outside agencies have
completed a review of the initial submittal and have the following comments. It is helpful to provide a
response letter along with future updates.
General Comments
1. Ministorage is not a permitted use in the current zoning district. A zone change and possible
comprehensive plan amendment will need to accompany future applications.
2. The possibility for a land swap, based on the conceptual layout, will be discussed by the Planning
Commission and City Council. Topics of concern will include available property to accommodate a
future interchange at HWY 10 and Twin Lakes Road.
3. The concept plan includes significant wetland impacts. Future applications will require a wetland
delineation and appropriate reviews/approvals under the Wetland Conservation Act.
4. We are in preliminary stages of what the interchange limits will looks like for longer term solutions along
Twin Lakes Road and couldn’t commit to the shown land swap at this point. Interchange limits could
potentially utilize all interchange right of way shown on the preliminary sketch.

The Minnesota Department of Transportation (MnDOT) has reviewed the preliminary planning
documents for the proposed development by Vinje Investments LLC. This is only a preliminary review,
as plans are further developed, we will need to review the updated/more detailed information with a
longer period to assess. Before any further development, please address the following.
Traffic Engineering
MnDOT operates and maintains the traffic signal at Trunk Highway 10 & 171st Avenue Northwest. That
signal already has capacity issues, and although it runs free 24/7, it has a lot of time dedicated to
mainline to keep things moving. The cross street time is limited and, at times can have cycle failures due
to the limited number of approach lanes going westbound on Twin Lakes Road. MnDOT did not see any
traffic estimates submitted for this development, so it is hard to determine the impact on the existing
signal system.

Walking and Biking
Consider creating accessible pedestrian and bicycle connections to the sidepath (trail) along Twin Lakes
Parkway and integrating travel for all modes within the development.

may not exceed 20 megabytes per email. Documents can be zipped as well. If multiple emails are
