I . Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Economic
Development Authority was called to order at 5:30 p.m. by President Tveite.
2. Pledge of Allegiance
Pledge of Allegiance was recited.
3. Consider Agenda
Moved by Commissioner Westgaard and seconded by Commissioner Wagner
to approve the February 22, 2022, Economic Development Authority agenda.
Motion carried 7-0.
4. Consider Consent Agenda
Moved by Commissioner Blesener and seconded by Commissioner Hartwig
to approve the following consent agenda:
4.1 January 18, 2022, Minutes.
4.2 Check register as outlined in the staff report.
4.3 Balance sheet as outlined in the staff report.
4.4 Revenue/expenditure report as outlined in the staff report.
Motion carried 7-0.

6. Public Hearings
There were no public hearing items.
7.1 Together Elk River — 169 Redefine
Mr. O'Neil stated he was in contact with four marketing companies and is also
scheduling meetings with local businesses.
7.2 EDA Properties Update
Mr. O'Neil presented the staff report.

Ryan Hardin, Hardin Companies discussed the properties and noted they are being
marketed on websites, but he hasn't done any targeted marketing yet without input
from the Authority which will be discussed later tonight.
7.3 General Updates
Mr. O'Neil provided updates on the economic development specialist vacancy,
Donny Pops, marketing in sports brochures, and the scheduled March joint finance
committee meeting.
The commission recessed at 5:39 p.m. and reconvened in work session at 5:42 p.m.
8.1 Hardin Companies Coordination
Mr. Hardin asked for feedback from the Authority on various EDA owned property.
Fox Haven Commercial Parcel (13530 and 13566 185"' Ave. NW)
• What would the Authority like to see on the site?
Mr. Hardin discussed challenges with restaurant marketing due to highway
access. In talking with experts, they prefer the south side (commute side with
morning traffic) of the highway. There is no easy turnaround when a driver
passes the restaurant, and they must cross over the highway to get to it. He
stated this location is more destination driven.
The Authority is not interested in storage units or auto body even though
they are permitted uses within the zoning district. They would prefer a
restaurant but if not feasible, they would like to see a use that is compatible
to the residential area and isn't going to be noisy.

■ How much of the 4+ acre site is usable land and how to market it?

If there is excess fill available from the upcoming street improvement project
that could be utilized? There is approximately one acre of usable land with
potential to increase the size.
Staff to research whether there are existing soil reports for all the parcels.
Staff is also exploring the environmental impacts, mitigation, and criteria for
adding fill to the site.
Northstar Business Parcels (17610 Tyler Street)
• What is the appetite for subdividing the land?
• What are thoughts on a spec building? (speculative building are built by
developers with the goal of attracting tenants)
The Authority is not opposed to a lot split, but noted they don't want the access
located on Main Street and if the land is split, there would have to be an interior
road or access agreement.
The Authority is open to a private entity constructing, owning, and operating a
spec building.
9. Adjournment
There being no further business, President Tveite adjourned the meeting of the Elk
River Economic Development Authority at 6:14 p.m.
