1. Pursuant to due call and notice thereof; annual meeting of
the Elk River Planning Commission was called to order by
Chariman Kimball at 8:30 AM.
2. Due to conflict with public mee~lng laws and regularly
scheduled meeting for February on the 27th, workshop session

Commissioners reviewed work done in 1989, and issues
raised which are not yet complete, 0r need to be raised again.

A. Cluster Homes- Commission is again requesting the
ordinance proposal from planning consultant to be ready for
review by Commission at February 20th meeting.

level. No action or project assigned at this time.
C. Metal skinned buildings' will schedule on
1990'Commssion Work Plan

to be scheduled on Commission 1990 Work Plan.

involved, and to suggest that City clnd private entities move
ahead together on this in an orderly manner.
Commissioner Johnson stated that the Commission's best
tool to help development move ahead, is to offer help and
ccoperation in such development; and to plan ahead in a
pomprehensive and logical order.

over the last two years to evaluate need for changes, updates,
etc. Staff is asked to prepare list of all changes and
variances granted in 1988 & 1989 with a brief one or two
sentence summary of the result of each change.

on project and will bring to Commission for review or status
report in April.

4. Priorities and Commission Work Plan for 1990
A working calendar will be prepared for the Commission to
communicate projects in progress and to encourage timely
completion of each project.

7. Draft of Education, Conference & Convention policy

Quorum is also to be inserted. Policy to be finalized and
accepted by Commission by May. Will be reviewed at next
Annual Meeting and formally adopted at that time.

8. Senior Housing - Council wants ideas about possible
locations in tthe future. Staff to get materials, plans, etc
from Carol Mills, to be provided to Commissioners by
tr1a"r'ch f11eet i rig.
9. Compensation- Commissioners do not believe a form of
compensation is necessary, but f1light be appropriate as a
reimbursement, mileage, day care etc. for someone who might
not otherwise be willing to serve, for example,
a stipend of $400-500 annually. Expenditures for education

Training is viewed as necessary for quality Commissioner
service to the City.
