MiNUTES OF THE ELK RIVER PLANNING COMMISSION
HELD AT THE PARKER ELEMENTARY SCHOOL
TUESDAY, MAY I, 1990.
Members Present:
Chairman Kimball, Commissioners Fuchs, Johnson, Eberley,
and Nadeau
Members Absent:
Commissioners Morton and Schroeder
Staff Present:
Stephen Rohlf, Building and Zoning Administrator;
Janelle Szklarski, Zoning Assistant; Bill Weber,
Planning Consultant, BRW, Inc.
1. Pursuant to due call and notice thereof; the meeting of the Elk River
Planning Commission was called to order at 7:10 p.m. by Chairman
Kimball.
Chairman Kimball stated that Bill Weber of BRW, Inc. was present to
discuss Focus Areas "c" and "D". He indicated that the Planning
Commission would not be making a recommendation to the Council tonight.
Chairman Kimball stated that all four focus area studies would be
brought back to the Planning Commission after they had time to study
the new information.
Chairman Kimball opened the public hearing.
Bill Weber pointed out the areas to be studied which included an aerial
photo of the areas. Mr. Weber explained that the Planning Commission
and the City Council picked out these areas to be studied because they
were locations where the City had questions and concerns on how they
should be developed. Mr. Weber indicated his report would summarize the
major issues which resulted from the analysis. Mr. Weber showed and
explained three al ternati ve layouts focusing his discussion on
Alternative III.
Mr. Weber suggested that the City plan for transition to sewer and
water services in Area "c" in the future so that the 2-1/2 acre lots
can be subdivided.
Mr. Weber indicated that two years ago the City Council approved the
1988 Growth Management Plan and one of the fundamentals of that plan
was that sewer and water was not going to come down into area "D". Mr.
Weber was opposed to making a departure from the 1988 Growth Management
Plan so quickly without a fundamental change in circumstances. He felt
the City should have a substantial reason for parting from the 1988
Growth Management Plan so soon. There are other areas in the City that
are strong for commerical and industrial development that would be
competing with area "D". His recommendation to the City is that public
utilities be extended to area "D" when; (1) the land planned for
business park growth in Area "A" is about half developed, (2) when the
majority of the land owners in Area "D" request public utilities, (3)
when there is sufficient sewage treatment plant capacity to service
area "D".

Chairman Kimball closed the public hearing. Chairman Kimball indicated
that the Planning Commission will continue to receive written input.
Steve Rohlf, Building and Zoning Administrator, asked for Mr. Weber's
comments regarding the interim use ordinance. Mr. Weber indicated that
he could not see many interim uses that people would be happy with and
which could be easily removed. He felt the City would be creating a
lot of problems by allowing uses that are not wanted in the future and
cannot be removed when the time comes. Staff was in agreement with Mr.
Weber.
At this time staff and the Commission discussed the agenda for the
upcoming Planning Commission meeting.
There being no further business, COMMISSIONER EBERLEY MOVED TO ADJOURN
THE 5/1/90 PLANNING COMMISSION MEETING. COMMISSIONER JOHNSON SECONDED
THE MOTION. THE MOTION CARRIED 5-0.
The meeting of the Elk River Planning Commission adjourned at approximately
9:00 p.m.
