MINUTES OF THE ELK RIVER PLANNING COMMISSION
HELD AT THE COMMUNITY EDUCATION CENTER
THURSDAY, JUNE 7, 1990
Members Present:
Chairman Kimball, Commissioners Fuchs, Johnson, Eberley,
and Nadeau

1. Pursuant to due call and notice thereof; the meeting of the Elk River
Planning Commission was called to order at 7:10 p.m. by Chairman
Kimball.
Chairman Kimball stated that Bill Weber of BRW, was present to discuss
Focus Areas "A", "B", "c" and "D". Chairman Kimball indicated that the
Planning Commission would be making a recommendation to the City
Council on the four area studies.
Chairman Kimball opened the public hearing.
focus Area~'A"
Bill Weber stated that they were asked by the City Council to take a
look at the four locations and how they should be developed. He
indicated that they would be discussing the four areas in detail in
hopes that the Planning Commission would make a recommendation to the
Ci ty Council.
At this time Mr. Weber explained Focus Study Area "A" which is located
in the southwestern portion of the City of Elk River. Mr. Weber
explained four al ternati ve layouts of the land use patterns for "Focus
Area A". Mr. Weber suggested that the Planning Commission adopt
alternative A4 and make it part of the comprehensive plan. He also
recommended that the City proceed with the detailed feasibility study
of extending the sewer and water into Area A.
Irv Moldenhauer 12860 Orono Road questioned if sewer and water came to
area A, would the current homeowners with private septic systems have
to hookup to it. Steve Rohlf, Building and Zoning Administrator
indicated that the current City Council policy is that housing with
septic and well would not have to hook up.
Cindy Phillips - 13640 Riverview Drive was concerned with the size of
the lots for single family and would like to see better homes in the
area.
Al Sanudo - 13416 Riverview Drive indicated that starter homes would
have a negative effect on his property and would like to see larger
lots.

Greg Kreuser - 13385 Riverview Drive stated that he would like to see
larger lots and better homes as to blend in with the neighborhood. Mr.
Kreuser felt there was too much area zoned for apartments and would
like to see less multifamily. Staff indicated that multifamily lots
have been reduced considerably.
Steve Rohlf explained what is significant at this meeting is what uses
go where, not the size of the lots. He indicated that currently we
have two types of zoning districts that accommodate single family homes
with sewer and water (R-lc-l0,000 sq. ft. and R-lb-12,000 sq. ft.)
Staff stated that there are problems using the R-lb district as this
does not fit the character of the site. Staff suggested creating a
third zoning district to accommodate the larger sewered and watered
lots.
COMMISSIONER FUCHS MOVED TO RECOMMEND TO THE CITY 90UNCIL APPROVAL OF
ALTERNATIVE A4 WITH A CHANGE IN THE AREA EAST OF WACO, WEST OF COUNTY
PROPERTY AND NORTH OF COUNTY ROAD 30, TO BE THE SAME AS A-3 WITH A LOOP
THRU THE INDUSTRIAL AREA. THAT THE SCHOOL AREA SHOULD BE RECOGNIZED AS
A SCHOOL ON THE MAP AND BE ZONED M-R DENISTY. COMMISSIONER EBERLEY
SECONDED THE MOTION. THE MOTION CARRIED 5-0.

COMMISSIONER NADEAU MOVED TO RECOMMEND TO THE CITY COUNCIL THE ADOPTION
OF THE PORTION OF THE REPORT UP TO PAGE 52 WHICH INCLUDES ANALYSIS OF
THE COMMERCIAL DEVELOPMENT, THE OBJECTIVES AND ALL THE SITE DESIGN
RECOMMENDATIONS THAT WERE PART OF FOCUS AREA A. COMMISSIONER EBERLEY
SECONDED THE MOTION. THE MOTION CARRIED 5-0.
Area B
Bill Weber stated that Area B is approximately 313 acres in size and
located in the central portion of Elk River on either side of US
Highway 169. Mr. Weber indicated that the Planning Commission's
comments and concerns were previously heard at a public meeting in
which they created Alternative B3. He explained the pattern for
Alternative Bl, B2 and B3. Mr. Weber showed an enlargement and detailed
map of a commerical site at the corner of 193rd Avenue and Highway 169
which showed the site design recommendations. Mr. Weber stated that
this development consisted of approximately 7-1/2 acres which could
accommodate up to 65,000 square feet of development. He indicated that
he was recommending the site be used commercially and not residentially
as Elk River will be in need of commercial development.

Steve Rohlf suggested that the collector street stop at Tyler and hook
up with County Road 13 as this is already a collector street which can
handle large amounts of traffic. He further suggested that the
Planning Commission give the MnDot property a land use designation as
the City is trying to get MnDot to vacate that location. He stated the
current underlying land use is HW Business but it lies within a Planned
Unit Development. The City should make the land use map consistent
with the zoning map and should plan for multifamily where it belbngs as
a buffer. Mr. Rohlf stated that by designating MnDot's property as
multifamily, would buffer the commercial areas from the residential
areas.

COMMISSIONER EBERELY MOVED TO RECOMMEND TO THE CITY COUNCIL ADOPTION OF
ALTERNATIVE B3 FOR FOCUS AREA B WITH THE FOLLOWING CHANGES: 1) THE
AREA DESIGNATED COMMERCIAL BE EXPANDED AND MULTIFAMILY AREA BE REDUCED
IN THE PORTION OF AREA B TO THE WEST OF HIGHWAY 169, AND EAST OF SCHOOL
DISTRICT PROPERTY AND JACKSON STREET. 2) MNDOT PROPERTY EAST OF HIGHWAY
169 BE DESIGNATED MULTIFAMILY AND THE SINGLE FAMILY AREA BE EXPANEDED
TO THE SOUTH AROUND THE WETLAND AREA TO THE MNDOT PROPERTY. 3)
COLLECTOR STREET 194TH STOP AT TYLER STREET AND PROCEED NO FURTHER
EAST. 4) SPECIAL EMPHASIS AND COMMITTMENT BE GIVEN TO PRESERVATION OF
THE REMAINING NATURAL HARDWOOD FOREST IN ALL OF FOCUS AREA B.
COMMISSIONER JOHNSON SECONED THE MOTION. THE MOTION CARRIED 5-0.
COMMISSIONER EBERELY MOVED TO RECOMMEND TO THE CITY COUNCIL ADOPTION OF
THE TEXT FOR FOCUS AREA B AS SUBMITTED BY BRW WITH THE RECOMMENDATION
FOR ALT.B3. COMMISSIONER JOHNSON SECONDED THE MOTION. THE MOTION
CARRIED 5-0.
Ar~a C
Bill Weber explained the site analysis for Focus Area C. Mr. Weber
stated that Focus Area C is not within the utilities plan shown in the
1988 Growth Management Plan. Mr. Weber indicated that he was
recommending that utilities be extended to Focus Area C not in the
immediate future but possibly as part of stage 2 or 3 for utilities
extension.

COMMISSIONER JOHNSON MOVED TO RECOMMEND TO THE CITY COUNCIL APPROVAL OF
ALTERANTIVE C3 OF FOCUS AREA C WITH THE AMENDMENT TO EXTEND SEWER AND
WATER TO FOCUS AREA C IN STAGE 2 OR 3 OF THE PLAN. COMMISSIONER
EBERELY SECONDED THE MOTION. THE MOTION CARRIED 5-0.
COMMISSIONER JOHNSON MOVED TO RECOMMEND TO THE CITY COUNCIL ADOPTION OF
THE TEXT AS SUBMITTED BY BRW, INC. FOR FOCUS AREA C. COMMISSIONER
EBERELY SECONDED THE MOTION. THE MOTION CARRIED 5-0.
Area D
Mr. Weber stated that Area D is the largest of the four areas being
studied and is approximately 1,600 acres in size. He indicated the
property is located between the Mississippi River and the Burlington
Railroad tracks from Highway 169 to the southeastern City limits. Mr.
Weber explained the major issues of debate involving Focus Area D which
included extension of utilities, strip commerical development and
industrial land use planning. Mr. Weber recommended public utilities be
introduced to Area D only under certain circumstances. Mr. Weber
reviewed with staff and the commission the seven reasons for public
utility services extension into Focus Area D as stated in BRW's
proposal on page 104.

COMMISSIONER EBERELY MOVED TO RECOMMEND TO THE CITY COUNCIL APPROVAL OF
FOCUS AREA ALTERNATIVE D3 AS PRESENTED BY BILL WEBER TO INCLUDE THE
LARGE AGRICULTURAL AREA ALONG HIGHWAY 10 TO PRESERVE THE IDENTITY AND
VISUAL EFFECT THAT IS PRESENTED BY THE LONG DRIVE ALONG HIGHWAY 10, ALSO
PLANS TO INCLUDE A WALK AREA ALONG THE MISSISSIPPI RIVER AND A SMALL
PARK IN THE LOW DENSITY RESIDENTIAL AREA IN THE SOUTHEAST CORNER TO BE

CONSISTENT WITH THE PARK PLAN.. COMMISSIONER FUCHS SECONDED THE MOTION.

THE TEXT FOR FOCUS AREA "D" AS PRESENTED BY BILL WEBER OF BRW.
COMMISSIONER EBERLEY SECONDED THE MOTION. THE MOTION CARRIED 5-0.
COMMISSIONER FUCHS MOVED TO RECOMMEND TO THE CITY COUNCIL EXTENSION OF
SEWER AND WATER TO FOCUS AREA "A" BASED ON THE RECOMMENDATION BY BRW AS
STATED IN THEIR PROPOSAL UNDER PUBLIC UTILITIES ON PAGE 104.
COMMISSIONER EBERLEY SECONDED THE MOTION. THE MOTION CARRIED 5-0.
Bill Weber stated that new drawings would be submitted with the new
changes prior to the City Council meeting.
Chairman Kimball closed the public hearing.
