11-20-1990 PC MIN MINUTES OF PLANNING COMMISSION WORKSHOP SESSION NOVEMBER 20, 1990 Commissioners present: Kimball, Eberley, Bischoff, Johnson . The workshop meeting was called to order by chairman Kimball at 7:05 p.m. Plans for the annual meeting were discussed. It was decided to place discussion of the annual meeting on the agenda for the November 27 regular meeting. Tentative date: 1/19, 1991; agenda: review of 1990, 1991 budget, education, 1991 work plan, 1991 goals, and open discussion--1990 highl ights. Planshare /91 will be discussed at the November 27 regular meeting. Commissioner Bischoff is interested in attending a meeting of the Sherburne County planning commission. He will contact Brian Benson. The commission will submit an annual report for publ ication in the local newspaper. . Discussion of the book The Job of the PlanninQ Commissioner led to identification of training/information needs. First, the concept of a tax base (re: page 109, "to maintain ... the local tax base") was discussed. The commissioners were unsure of how their function could serve to maintain the tax base, and were, in fact, unsure of how the tax base is formed. It was decided to ask city and county officials to present information and guidance in this regard. Second, the concept of the role of the commission vis-a-vis city staff, consultants, and others with whom the commission interacts was identified as an area needing clarification. The commission will ask for input on this item during 1991. Third, the role of the commission regarding" regulating competition (re: page 110). The commissioners identified a need for information from the city attorney in this regard. Other suggestions: -The commission should hold an annual publ ic meeting at which citizens would be encouraged to express general concerns, 1 ikes and disl ikes, and their vision of the future of the city. This "open mike" format would require prior advertisement in order to bring citizens in. Possible months include February and March. -An "open mike" session could be scheduled at every regular monthly meeting to allow for general citizen input.
