I. Agenda was considered and accepted with the addition of New Business Item A., 8. Other Business. II. {:.j. 1.. New Items/Announcements Copies of study text The Job of the Planning Commissioner were distributed. 2" Commissioners Johnson & Kimball briefed members on PUD consultant selection process, timetable, and goals of study. 3. Commissioners welcomed newly appointed Commissioner N.adeau. 4. Commissioner Kimball reported on Council's acceptance and support for Recycling Committee Task Force Report. Council authorized hiring of a coordinator who may also have some environmental officer responsibilities. Staff is creating job description and duties for Council review. 5. Commission members were informed on Citizens League meetings planned for 9-21-89 & 10-19-89. 6. Tentative date for Joint Meeting has been set for 10-23-89. 7. Commissioner Johnson will be part of orientation process for Commissioner Nadeau. 8. Minutes for Workshop Sessions will be completed by each member in alphabetical order. . B. 1.. . r-, ..::' " Mi s~cel I aneou!::; Commissioners again discussed length of meetings and degree of detail reviewed at regular Commission meetings. Idea to try a timed agenda was rejected. Members agreed each will continue to be conscious of the .need for efficiency in conducting meetings but stressed the importance of thorough discussion, processingof ideas, and adequate opportunity for public input. Commissioners agreed to meet in training workshop to review and discuss new text, The Job of thePlanning Commissioner. A date and format to use will be set after the Joint Meeting. 3. To become better informed on Park & Recreation issues and III. Sub-Committee Reports 1. Mission Statement - Commissioners Johnson & Eberley summarized work to date and presented two drafts for members to consider. Comments &input should be provided to Johnson & Eberley at regular meeting of 9-26-89. A single draft will be presented at Joint Meeting. Sign Ordinance - Commissioner Fuchs reported Asst. B & Z official, Steve Bjork, has done some preliminary draft.ing o.f language. MI'?mber-'s ideas and areas of concern should be provided to Commissioner Fuchs at regular meeting of 9-26-89. These will be incorporated int.o work already done. Landscape-Int.ermodal Building Exterior - Commissioners Kimball & Schroeder presented model ordinance examples. Members are to study and provide additional input to Kimball & Schroeder at regular meeting of 9-26-89. Staff will prepare draft for members to ccmsi der. By-Laws/Procedures & Guidelines - Commissioner Fuchs has completed preliminary work. New mat.erials and samples have recently become available and we will cont.inue t.o study and develop Elk River model. Orient.ation Manual - Commissioner Johnson presented draft. of content and discussed planst.o add to it. Complete draft will be presented at. next Workshop. There being no further business, Commissioners Schroeder & Nadeau moved and seconded to adjourn. Meeting was adjourned at 9:35PM. When Park & Recreation agenda items appear to impact Planning Commission decisions, a representative will attend meetings and report results to Planning Commission. 4. Commissioners agreed Park & Recreation Citizen Survey participation would be very valuable to Commission Ideas and requests for areas to be included in the survey will be submitted to Commissioner Fuchs by 10-5-89. He will attend Park& Recreation meeting of 10-10-89, as Commission representative. 5. Possible value of meeting with neighboring commissions to network and learn was discussed. Commissioner Eberley report.ed on Sherburne Co. Economic Development. Workshop scheduled for 10-19-89 as example and possible opportunity t.o meet with neighboring officials.
