MINUTES OF ELK RIVER PLANNING COMMISSION
PUBLIC WORKSHOP
HELD AT ELK RIVER CITY HALL
OCTOBER 17, 1989
Members Present:
Chairman Kimball, Commissioners Johnson, Eber1ey, Morton.
Fuchs, and Nadeau

Pursuant to due call and notice thereof, the workshop session of the Elk River
Planning Commission was called to order at 7:05 p.m.
Assisted Chairman Kimball assemble, who then distributed,
information from Municipal Zoning, Development and Land Use Law.

a) Signage to be presented at future meeting.

c) Landscape being drafted by Stephen Rohlf, Building and Zoning
Administrator.
d)
By Laws (Rules and Procedures) changes to be made and to be ready
for joint meeting with Council.
e) Orientation completed and changes to be made as needed.
II. Impact Fees
Discussed road impact fees and determined that additional information was
required to make a recommendation to Council to be reviewed at Planning
Commission meeting Tuesday, October 24, 1989.
III. Cluster Home Development
a) A rationale preceed the definition of cluster homes.
b. Add, "and protect sensitive land", to paragraph one of staff's
definition for cluster homes.
c) Add 5 feet setback for accessory structures in cluster homes.
d) Determine who has ownership of the land retained.
e) PUD has concept review with Planning Commission.
f)

VI. Shade Tree Ordinance -
To be completed by construction season (1990).
VII. Field Trip - Inspect areas previously before Commission. Suggest review

a) Fresh water - wetlands - meeting scheduled for Monday, November 9th
- Al Nadeau may attend.
The meeting of the Elk River Planning Commission Workshop adjourned at 9:20
p.m.
