PLANNING COMMISSION MINUTES WORKSHOP MEETING NOVEMBER 21, 1989 ELK RIVER CITY HALL Commissioners present: Kimball, Eberley, Fuchs, Nadeau, Johnson The meeting was called to order at 7:08 p.m. The first agenda item discussed was the landscape ordinance, in pre-draft form. Comments, suggestions, corrections and additions to the ordinance from Sherri Borquist, county weed inspector were reviewed. Some modifications were made* by the commissioners, and it was decided that the ordinance would be discussed at the November 28 meeting. The landscape ordinance will be placed on the January regular meeting agenda for a recommendation to the council. . Tim Keane, city attorney, will be asKed to provide definitions for the words: water bodies, wetlands, and environmentally sensitive areas. He will also be asKed to review and comment on the section of the ordinance which mentions "notification from the city" for replacement of dead plantings. The commissioners are concerned that property owners may interpret this wording to suggest that no action need be taKen on replacement without city notice. The notification wording does not appear elsewhere in the ordinance. At the November 28 meeting, staff will be asKed what the city currently hands out to developers for site plan requirements as the commissioners are unsure what form is used at this time. *Suggested additions to landscape ordinance: From Comm. Johnson: "All property owners must Keep land owned or under their control orderly. Weeds shall not be permitted to reach a height of more than 12 inches. Owners of land within 50 yards of any occupied residence must Keep grass mowed to a height of six inches or under." From Comm. Kimball: "ParKing adjacent to roadways shall be bermed to a height of 3 feet".......................etc. (Specific wording to be decided later) Commissioners should consider what may be missing from the ordinance. May review the Solnit booK for ideas. Sherri will also have more to add to the weed ordinance. At the November 28 meeting, the Shade Tree Ordinance will be discussed. . . Comm. Eberley suggested that every ordinance created or revised during the preceding year receive a performance review at the annual planning commission meeting. Comm. Kimball will send Sherri Borquist a thanK you note for her worK on the landscape ordinance. The city should consider awarding a certificate of appreciation to individuals or groups who serve the community in a significant way. The planning commission worK session for January 16, 1990 is cancelled. The commission will be holding its annual meeting at 8:30 a.m. on January 13, 1990, at Pebble CreeK in Monticello. The agenda for the annual meeting: WorK Schedule/Plan, Review of the Past Year, Budget Discussion/Recommendation. Each commissioner will raise issues for review that she or he thinKs need discussion. Input for discussion will also be sol icited from staff. Comm. Eberley will request a status update regarding the ParK Survey at the November 28 meeting. Commissioners will be asKed to react to the Conference/Convention Pol icy document at the November 28 me e tin g . . The agenda for the February worKshop meeting: Finish Landscape Ordinance, Begin Sign Ordinance. The next priority will be decided at the annual meeting. Comm. Kimball recommends postponing the UPA and NSP permits as the situation remains unsettled. Comm. Fuchs presented questions and discussion items regarding the sign ordinance. Further questions: should there be separate standards for each business zone? Should there be design standards? Moritorium, amortization on billboards? What is a good definition of a billboard?
