MEETING OF THE ELK RIVER PLANNING COMMISSION
HELD AT THE SENIOR HIGH THEATER
TUESDAY, MAY 31, 1988, 7:00 P.M.
MEMBERS PRESENT:
Chairman Kropuenske, Commissioners Fuchs, Johnson, and
Morton. Commissioner Olsen arrived at 7:10 p.m. and
Commissioner Barrett arrived at 8:15 p.m.

MORTON SECONDED THE MOTION. THE MOTION CARRIED 4-0.

Comprehensive Plan for the City of Elk River/Public Hearing
Chairman Kropuenske stated that this is the first public hearing held for
the Growth Management Comprehensive Plan. He indicated that the purpose
of the public hearing is to receive public input on the plan. He noted
that the City has attempted to notify the public of the Growth Management
plan through public hearing notices and articles in the Elk River Star
newspaper and all of the Growth Management Plan Task Force meetings were
open to the public. The Growth Management Plan (GMP) has also been
available for purchase at City Hall and public review at the Library and
City Hall.

Commissioner Olsen arrived at this time.
Dick Hinkle, Chairman of the Growth Management Plan Task Force, informed
the public that the Growth Management Plan Task Force has been meeting,
for about 15 months, for the purpose of guiding the City growth through
the development of a Growth Management Plan. The purpose of the plan is
to guide the City growth from the core city outward in an orderly manner.
Mr. Hinkle explained that the proposed plan is actually a continuation of
the consolidation efforts which took place in the City between 1977 and
1979. He commented that he believes the Task Force has done a good job;
put together a document that can be used to guide the City's future
growth and development; and publicly thanked the Task Force for their
voluntary efforts and time.
Bob Wuornos, City Planner, reiterated the overall purpose of the plan and
also discussed certain background information within the plan relating to
land use and parks.
Terry Maurer, City Engineer, discussed the Utilities and Transportation
sections of the Growth Management plan.
Steve Rohlf, Building and Zoning Administrator discussed Chapters 4, 5,
& 6, pertaining to residential, commercial, and industrial land.
Peter Beck, City Attorney, discussed Chapter IX of the GMP relating to
implementation tools. He indicated that the Growth Management Plan would
be the City's Comprehensive plan under the State Statute and would become
a legally binding document. He noted that the implementation of the plan
would be a two step process. The first step would be amending and
rev1s1ng City ordinances while the second step would be acting
consistently with the plan as the City grows.
At this time, Chairman Kropuenske opened the public hearing.
The following persons came forward to speak on the subject:
1) Rick Fredrickson Stated he lives in an A-1 zone designated as 10
acres in the Growth Management Plan. He indicated that he would
prefer to see a 2~ or 5 acre zone minimum rather than a 10 acre zone.
2) Bill Campbell - Stated he lives on County Road #1 and questioned how
the City will alleviate the cost of improvements for the people who
own large areas of land. Terry Maurer indicated that a feasibility
study would be done first to see if improvements are feasible. Peter
Beck, City Attorney, indicated that assessments can be deferred.

north are included in the medium density residential zone and they
are much larger lots than those in the Ridgewood and Brentwood areas.
He stated he would prefer to see the lots along Proctor Avenue in
the low density residenta1 area.

5) Frank Madsen Proctor Road - Questioned the proposed neighborhood
park west of Proctor Avenue marked on map 7-B. It was indicated that
these were merely proposed locations and not definite areas as of
yet. Mr. Madsen indicated that the topography of the land located on
the southeast corner of Ridgewood Avenue is such that it would be
impossible to have medium density residential lots of 1/2 to 1/3 acre
in size. He requested that the Planning Commission consider changing
this area to low density residential.
6) Irv Moldenhauer Orono Road & Mississippi Road - Questioned the
difference between high and medium density residential.
7) Stewart Wilson 17975 Troy Street Commented on the property
located south of Highway 10, west of the Courthouse. He indicated
that according to map 6-B this is marked as potential industrial
property. He indicated he would prefer to see a specific land use
for this property which would be compatible with the existing
courthouse. He indicated that highway business would be more
compatible than industrial and possibly this could be accomplished by
zoning the area PUD.
There being no further comments from the public, Chairman Kropuenske
closed the public hearing.
Commissioner Olsen questioned the reasoning for requ1r1ng a 10 acre
minimum lot size in the agricultural zoned areas as opposed to five
acres. Chairman Kropuenske indicated that ten acres was proposed in
order to control the growth of leap frog development and that this would
allow the 2~ acre zone to develop before development occurs in the outer
city limits. He further indicated that there is a large demand for 10
acre sites as opposed to 5 acre sites.
Commissioner Barrett arrived at this time.

1. THAT A STATEMENT ON FAIR HOUSING BE ADDED TO THE PLAN TO HELP IN
FUTURE GRANT APPLICATIONS.
2. THAT THE PARK PLAN BECOME MORE DETAILED NORTH OF COUNTY ROAD 33 IN
THE FUTURE AS THE AREA DEVELOPS.
3. THAT THE PLAN INDICATE THAT THE EXTENSION OF CITY SEWER AND WATER TO
THE WESTERN END OF ELK RIVER SHOULD HAPPEN AS SOON AS POSSIBLE.
4. THAT THE TEN ACRE ZONE CHANGE FROM THE NORTH OF HEAVENLY HILLS TO THE
SOUTH OF HEAVENLY HILLS FOLLOWING COUNTY ROAD 33 FROM THE EASTERN
EDGE OF ELK RIVER TO THE WESTERN EDGE OF ELK RIVER.
5. THAT MAP 3-C BE CORRECTED TO COINCIDE WITH MAP 4-A IN REGARDS TO THE
MEDIUM DENSITY BOUNDARY LINE.
6. THAT THE AREA ALONG PROCTOR ROAD NW OF RIDGEWOOD EAST 3RD ADDITION TO
THE TOP POINT OF THE MEDIUM DENSITY AREA BE INCLUDED IN THE LOW
DENSITY RESIDENTIAL AREA.
7. THAT THE AREA WEST OF THE COURTHOUSE SOUTH OF HIGHWAY 10 BE
CONSIDERED FOR Pun ZONING SO AS TO ALLOW COMPATIBLE USES IN THE AREA.
8. THAT MINOR WORD CHANGES AND TYPOGRAPHICAL ERRORS BE CORRECTED IN THE
DOCUMENT.
COMMISSIONER JOHNSON SECONDED THE MOTION. THE MOTION CARRIED 6-0.
The City Administrator informed the Planning Commission that this would
be heard by the City Council on June 27. 1988.
There being no further business. COMMISSIONER MORTON MOVED TO ADJOURN THE
ELK RIVER PLANNING COMMISSION MEETING. COMMISSIONER FUCHS SECONDED THE
MOTION. THE MOTION CARRIED 6-0.
The meeting adjourned at 8:35 p.m.
