SPECIAL MEETING OF THE ELK RIVER PLANNING COMMISSION

to due call and notice thereof. the meeting of the Elk River
Commission was called to order by Chairman Kropuenske at 6:00

2. Multiple Principle Building
Per Lot/Elk River Machine/Public Hearing
Chairman Kropuenske indicated that Elk River Machine Company is proposing
to build a second manufacturing building on their lot. He noted that Elk
River Machine will be requesting an administrative subdivision at the
6/20/88 City Council meeting to combine four parcels of land. creating one
large lot to accommodate this second building.
. Chairman Kropuenske opened the public hearing.
Discussion was held regarding the reasoning for stopping the berm and not
having it continue in order to screen the park. Mr. Lloyd Barthel. owner
of Elk River Machine. indicated that the screening had stopped because of
drainage.
Commissioner Johnson indicated that screening would be effective on the
northeast corner to screen the park. Mr. Barthel questioned whose
responsibility it would be to screen the park. He indicated that when the
City purchased the property. it was the intention of the City to plant
trees for screening. However. this was never done. as it was a verbal
agreement with a previous City Administrator
Steve Rohlf. Building and Zoning Administrator. reviewed the memo dated
June 15. 1988. addressing the request. He discussed the Fire Chief's
concerns. parking. drive areas. and screening.

Chairman Kropuenske and Commissioner Fuchs both expressed a concern
regarding the screening of the park. They both felt that the City has
an obligation regarding the screening of the park due to a previous verbal
agreement. Chairman Kropuenske questioned Mr. Barthel whether he would
object to the City planting trees on his property. Mr. Barthel indicated
he would not object to this.
COMMISSIONER FUCHS MOVED TO RECOMMEND TO THE CITY COUNCIL. APPROVAL OF THE
MULTIPLE PRINCIPLE BUILDING PER LOT REQUESTED BY ELK RIVER MACHINE. WITH
THE FOLLOWING STIPULATIONS:
1. THAT ONE PARKING STALL BE ELIMINATED BY THE ENGINEERING OFFICE.
2. THAT THE DRIVE AREAS DESIGNATED ON THE SITE PLAN BE A MINIMUM OF 20
FEET WIDE.
3. THAT THE CITY FURNISH AND PLANT TREES ALONG THE NE PROPERTY OF ELK
RIVER MACHINE AND .THAT THEY BE PLANTED IN A DIAGONAL LINE TO SCREEN
THE OPERATION FROM JACKSON AVENUE.
4. THAT THE PARKING STALLS NEAR THE ENGINEER'S OFFICE BE BLACKTOPPED AND
STRIPED.
COMMI SSIONER MORTON SECONDED THE MOTION. THE MOTION CARRIED 5-0.
2.5.Tax Increment Financing Plan #5
Dick Fursman. Economic Development Coordinator. presented TIF PLAN #5 to
the Planning Commission. He stated that Alltool Manufacturing would like
to expand their business, and to facilitate the expansion they will need
financial assistance. The new construction will generate in excess of
$400.000 in taxes over the next 8 years. The City will use $225.000 to
purchase the land for Alltoo1. Al1tool currently employs 125 people and
plans on hiring approximately 30 to 50 new employees with the expansion.
This project would not be feasible without the use of this program
COMMISSIONER OLSEN MOVED TO SUPPORT THE TIF PLAN #5 AS IT IS CONSISTENT
WITH THE CITY'S PLANNING. COMMISSIONER FUCHS SECONDED THE MOTION. THE
MOTION CARRIED 5-0.
There being no further business, COMMISSIONER MORTON MOVED TO ADJOURN THE
MEETING. COMMISSIONER FUCHS SECONDED THE MOTION. THE MOTION CARRIED 5-0.
The meeting of the Elk River Planning Commission adjourned at 6:45 p.m.
