MEETING HELD AT THE ELK RIVER PUBLIC LIBRARY
AUGUST 23. 1988

1. Pursuant to due call and notice thereof, the meeting of the Elk River
Planning Commission was called to order at 7:00 p.m.

COMMISSIONER OLSEN MOVED TO APPROVE THE 8/23/88 PLANNING COMMISSION
AGENDA. COMMISSIONER MORTON SECONDED THE MOTION. THE MOTION CARRIED
6-0.
3. Consider 7/19/88 Planning Commission Minutes
COMMISSIONER KIMBALL MOVED TO APPROVE THE 7/19/88 PLANNING COMMISSION
MINUTES AS PRESENTED. COMMISSIONER JOHNSON SECONED THE MOTION. THE

6. Conditional Use Permit Request for a Temporary Mobile Home by Stan
Hall/Public Hearing
Chairman Kropuenske explained that Stan Hall is requesting a conditional
use permit to allow a temporary mobile home to be located at 19481
Proctor Road as his home had been damaged by fire. In addition, Steve
Bjork commented that several inspections had been done and they were
making progress in completing their house.
Stephen Rohlf, Building & Zoning Administrator, indicated he allowed the
applicant to locate the trailer on the lot prior to the issuance of a
conditional use permit because the fire created an immediate need.

Chairman Kropuenske opened the public hearing. There being no one for or
against the matter. Chairman Kropuenske closed the public hearing.
COMMISSIONER MORTON MOVED TO RECOMMEND TO THE CITY COUNCIL APPROVAL OF
THE CONDITIONAL USE PERMIT BY STAN HALL .WITH THE FOLLOWING STIPtJLATIONS:
1. THAT THE TRAILER BE MOVED OFF THE SITE 6 MONTHS FROM BUILDING PERMIT
ISSUANCE.
2. THAT THE TRAILER BE HOOKED UP TO THE ON SITE WATER AND SEWER
SYSTEMS.
3. THAT THE TRAILER SHALL BE USED SOLELY BY THE APPLICANTS IMMEDIATE
FAMILY AND SHALL NOT BE USED AS A RENTAL UNIT AT ANY TIME.
COMMISSIONER KIMBALL SECONDED THE MOTION. THE MOTION CARRIED 6-0.
7. Ordinance Amendment Regarding Model Homes/Public Hearing.
Chairman Kropuenske opened the public hearing. There being no one for or
against the matter. Chairman Kropuenske closed the public hearing.
COMMISSIONER KIMBALL MOVED TO RECOMMEND APPROVAL TO THE CITY COUNCIL FOR
AN ORDINANCE AMENDMENT AMENDING SECTION 900.20(13) TILTED. "MODEL HOMES".
COMMISSIONER OLSEN SECONDED THE MOTION. THE MOTION CARRIED 6-0.
8. Discussion Regarding Future Ordinance Amendments to Implement City's
Growth Management Plan.
Stephen Rohlf provided the Planning Commission with the results of the
Growth Management Plan that was held on August 22. 1988. There were a
number of changes regarding future ordinance amendments. The Building
and Zoning Administrator reviewed these changes.
9. Planning Commission Representative to Attend Council Meeting on 9/19/88
It was indicated that Commissioner Morton and Commissioner Olsen will
represent the Planning Commission at the Elk River City Council meeting
on September 19. 1988.

There being no further business, COMMISSIONER KIMBALL MOVED TO ADJOTJRN
THE MEETING OF THE ELK RIVER PLANNING COMMISSION. COMMISSIONER OLSEN
SECONDED THE MOTION. THE MOTION CARRIED. 6-0.
The meeting of the Elk River Planning Commission adjourned at 8:45 p.m.
