06-10-1986 PC MIN . SPECIAL MEETING OF THE ELK RIVER PLANNING COMMISSION HELD AT ELK RIVER CITY HALL TUESDAY, JUNE 10, 1986 Members Present: Chairman Tralle, Commissioners Barrett, Temple, Wilson and Fuchs Members Absent: Commissioners Warner and Merrick Staff Present: Stephen Rohlf; Building and Zoning Administrator, Bob Wuornos; City Planning Consultant 1. The meeting was called to order at 7:30 p.m by Chairman Tralle 2. Consider Agenda for Tuesday, June 10, 1986 Special Planning Commission Meeting The site plan for Anda Construction and Elk River Ford were deleted because they did not have their material in to present to the Planning Commission. 3. Consider Ordinance Amendment to Elk River Zoning Ordinance Section 900.20 Subsection 2, Titled Not More Than One Principal Building Per Lot Chairman Tralle opened the public hearing. opposition of the request. No one appeared for or in . Chairman Tralle closed the public hearing. The Planning Commission carried on the discussion. Bob Wuornos gave a brief summation of what the ordinance amendment was about. He stated that the ordinance amendment will allow multi-family districts, commercial zoned districts and industrial districts the chance for developers to put more than one principal building on a lot following a site plan review by the Planning Commission and following the standards and conditions set forth in Section 900.42 of the Elk River Zoning Ordinance which are the standards and conditions for a conditional use but not requiring a public hearing. Chairman Tralle questioned staff about the fact that selling one building out of a group of buildings on one lot would be impossible. Staff member, Stephen Rohlf told them that the developers would be informed prior to going through this process that in the future, if they wish to sell one of a group of buildings, that would have to go through the administ~ative subdivision to separate that building from the others. COMMISSIONER WILSON MOVED TO APPROVE THE ORDINANCE AMENDMENT WITH THE LANGUAGE DRAFTED BY BOB WUORNOS CONTINGENT UPON THE CITY ATTORNEY'S REVIEW. COMMISSIONER BARRETT SECONDED THE MOTION THE MOTION PASSED 5-0. 4. Site Plan Review by Country Chrysler to allow more than one principal building on a lot . Stephen Rohlf, Building and Zoning Administrator informed the representatives from Country Chrysler that this ordinance had not been adopted by the Council yet and may require a Council member also. He also informed them that if they ever want to sell one building and not the other that they would have to be split up from each other. Mark Corey representing Country Chrysler . . . Planning Commission Minutes June 10, 1986 Page Two informed the Planning Commission that he wished to construct a body shop in an separate building from Country Chrysler's sales building. The Planning Commission felt this was a good ideal for safety reasons. Mark Corey was in contact with Steve Rohlf, staff member prior to the meeting and the site plan was well done so the Planning Commission did not have a lot of concerns with it. One of the staff's recommendations was that everything on the site plan that wasn't drive or parking lot be landscaped with at least grass. Country Chrysler informed the Planning Commission that it was sugar sand out there and it was hard to get grass to grow and preferred to tar it. Commissioner Fuchs did not want an over abundance of tar for drainage reasons. Country Chrysler agreed to bring in some black dirt and at least try to get grass established in the non-parking areas. COMMISSIONER FUCHS MOVED TO APPROVE THE SITE PLAN AS DRAWN CONTINGENT UPON THE CITY COUNCIL APPROVING THE ORDINANCE AMENDMENT. COMMISSIONER BARRETT SECONDED THE MOTION. THE MOTION PASSED 5-0. Stephen Rohlf informed Country Chrysler that there would be a fee associated with the site plan review and he was recommending $50.00. He also informed them that the Council would have to set this fee but it could be paid at a later date. 5. Site Plan Review for Apartment Complex by Leonard Babinski Mr. Leonard Babinski proposed to located on the west end of School with staff earlier so most of eliminated. build three twenty-four unit apartments Street. Mr. Babinski had been in contact the concerns with the site plan were Phil Hals and Tom Zerwas, City staff, indicated they wished to only see two ways in and out of the apartment complex to avoid traffic problems. Mr. Babinski site plan showed only two ways in and out. Staff member, Stephen Rohlf, informed Mr. Babinski that for these buildings to be sold separately in the future they would have to be split. Mr. Babinski indicated he had no thought of selling them separately. The Building and Zoning Administrator indicated that the density units per acre were in keeping with the Elk River City Ordinance and that the site plan in general met the standards of the ordinance and the standards and conditions set forth in Section 900.42 of the Elk River City Ordinance. Mr. Babinski was also told by Stephen Rohlf that the Council may also require a site plan review which could possibly be on Monday night's meeting, June 16, 1986. COMMISSIONER BARRETT MOVED TO APPROVE MR. BABINSKI'S SITE PLAN CONTINGENT UPON THE COUNCIL APPROVAL OF THE ORDINANCE AMENDMENT. COMMISSIONER FUCHS SECONDED THE MOTION. THE MOTION PASSED 5-0. . Planning Commission Meeting June 10, 1986 Page Three The Planning Commission then held a work session with Bob Wuornos, City Planning Consultant and Stephen Rohlf, Building and Zoning Administrator. The Planning Commission asked Mr. Wuornos to get definitions of mobile homes and temporary real estate offices by comparing ordinances in other cities. They also asked them to find out what would be reasonable for signage for those two usees. 6. Adj ournmen t There being no further business, COMMISSIONER TEMPLE MOVED TO ADJOURN THE MEETING.
