I . Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River City Council
was called to order at 6:32 p.m. by Acting Mayor Beyer.
2. Pledge of Allegiance
Pledge of Allegiance was recited.
3. Consider Agenda
Moved by Councilmember Westgaard and seconded by Councilmember
Christianson to approve the agenda. Motion carried 4-0.
4. Consent Agenda
Moved by Councilmember Wagner and seconded by Councilmember
Westgaard to approve:

6.1 City of Elk River Volunteer of the Month
Acting Mayor Beyer presented the March Volunteer of the Month award to Joanna
Arbic. He highlighted the following:
• Provide hands on experience for Elk River High school fashion marketing class
■ Participated in Elk River Homecoming parade
■ Judges DECA competition at the district and state levels
■ Helps plan annual Elk River Area Chamber Golf tournament
■ Part of Women's United Group through Sherburne County Area United Way,
helping to create tomorrow's leaders through the iEmpower program
• Part of Power of Kindness group through Sherburne County Area United Way
■ Volunteer at Community Connect event
• Helped organize donation drives for Great River Family Promise, Open Doors
for Youth, and Elk River Senior Living
7.1 Conditional Use Permit: Operate a Motor Vehicle Sales & Repair

Mr. Leeseberg presented the staff report.
Acting Mayor Beyer opened the public hearing.
There being no one to speak, Acting Mayor Beyer closed the public hearing.
Councilmember Wagner asked if there was a reason why only five for -sale parking
stalls were on the plans?
Mr. Leeseberg clarified that is what the applicant chose.
Moved by Councilmember Westgaard and seconded by Councilmember
Christianson to approve the Conditional Use Permit with the conditions to
satisfy the standards set forth in Section 30-654:
1. The city's Building Official and Fire Marshal shall inspect the building
for compliance with all state and local building codes.
2. No more than five "for sale" vehicles can be on site at one time.
3. The five "for sale" parking stalls shall be marked with signage.
4. Auto repairs shall not be allowed.
5. A banner sign can only be utilized for 90 days through the city's
temporary sign permit process.
Motion carried 4-0.
