1. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Parks and
Recreation Commission was called to order at 6:30 p.m. by Chair Williams.
2. Pledge of Allegiance
3. Consider 03/09/2022 Agenda
Mr. Hecker added Eagle Scout Presentation by Phil Dahlheimer Jr. to Item 7.
Moved by Commissioner Loidolt and seconded by Commissioner Holmgren
to approve the March 9, 2022, with addition of Eagle Scout Presentation to
Item 7, Parks and Recreation Commission meeting agenda. Motion carried 7-
0.
4.1 Consider 02/09/2022 Regular PRC Minutes
Chair Williams stated to remove “work session” at the end of the minutes.
Moved by Commissioner Rathbun and seconded by Commissioner Soltvedt
to update the minutes as suggested and to approve the following February 9,
2022, Parks and Recreation Commission Minutes. Motion carried 7-0.
5. Election of Chair and Vice Chair
Moved by Chair Williams and seconded by Commissioner Holmgren to elect
Commissioner Soltvedt as Vice Chair of Parks and Recreation Commission.
Motion carried 7-0.

to elect Commissioner Williams as Chair of Parks and Recreation
Commission. Motion carried 7-0.
6. Open Forum - None
7. Presentations – Eagle Scout Presentation
Phillip Dahlheimer Jr. presented his Eagle Scout project, a natural obstacle course
for dogs at Orono Dog Park. A few of the features will be a dog walk and a log pile
for dogs to crawl around on, and a concrete tunnel.
8.1 Jeff Hill Legacy 5K
TJ Hill shared his project of planning a two-mile Fun Run at Woodland Trails
Regional Park for the Jeff Hill Legacy Fund which raises scholarship funds to local
students.
Moved by Commissioner Loidolt and seconded by Commissioner Rathbun to
approve the Jeff Hill Legacy 5K to be held at Woodland Trails Regional Park.
Motion carried 7-0.
8.2 Farmers Market Coloring Contest
Ms. Wingard shared her staff report. Sharing that the coloring contest was open to
children ages 3–7-year-olds and the art will be on the Farmers Market shopping bag
given out on the first day.
Commissioners shared their favorite.
Moved by Commissioner Soltvedt and seconded by Commissioner Holmgren
to approve option B as the winner of the 2022 Farmers Market Coloring
Contest. Motion carried 7-0.
8.3 Park Dedication – Hickman Addition
Mr. Hecker shared his staff report.
Moved by Commissioner Soltvedt and seconded by Commissioner Loidolt to
recommend to City Council to accept park dedication for Hickman Addition
be paid at the applicable commercial rate when the lot is released for
recording. Motion carried 7-0.

8.4 Mississippi Road Trail
Mr. Hecker shared his staff report.
Tracy Kincanon, 8468 Nashua Ave., Otsego, presented on behalf of her parents who
own the property mentioned. Presentation attached.
Item tabled.
8.5 Bailey Point Nature Preserve Regulations
Mr. Hecker shared his staff report, referencing two changes which were handed out.
Commissioner Anderson stated that it should state full park name at beginning,
second paragraph.
Moved by Commissioner Anderson and seconded by Commissioner Rathbun
to recommend to City Council to approve new regulations for Bailey Point
Nature Preserve with the addition of Nature Preserve in the second paragraph
and removing the current signage regarding river access regulations. Motion
carried 7-0.

10. Parks and Recreation Director Update
Mr. Hecker shared his staff report.
Ms. Love presented the Furniture and Things Community Event Center and Parks
and Recreation new websites.
11. Announcements
Mr. Hickman asked is they could donate furniture to Furniture and Things
Community Event Center.
Chair Williams told him to contact Tim Dalton.
12. Adjournment
