Request by the City of Elk River to Construct an Ambulance
Bay/Office onto Fire Station # I
Request
The City of Elk River is requesting approval to construct an ambulance bay with office space
onto the existing Fire Station #1.
Location

60 Day Rule
In order to comply with Minnesota Statute 15.99 (60 - Day Requirement), action must be
taken on this request by October 28, 2005

Overview
The approximately 4,300 square foot addition will be utilized as an ambulance bay, which
will house two ambulances. In addition to the ambulance space, four offices and a day room
will be provided.
Analysis
The adjacent land uses are 12 (Medium Industrial) to the west, C3 (Highway Commercial) to
the south and Cl (Central Commercial) to the north and east.
The south elevation will consist of brick and split face concrete masonry units (CMU) that
will match the existing building. The west and north elevations will have a split face CMU
band at the top of the wall which is the same as the existing building. The base of the
building will be painted CMU. The design and materials meets the ordinance requirements.
An emergency generator and trash enclosure will be located at the northwest comer of the
addition. The trash enclosure will be constructed of rock face CMU with gates made of 1 x6
treated boards on a steel tubular frame.
Parking and Circulation
Areas of the site are being graded and new paving installed to improve drainage of the site.
Parking and access to the site will be off of 4th Street. The parking layout will be changed
slightly, with several stalls to be located 10-feet from the west property line, but the number
of stalls will not be affected.
Landscaping
Landscaping shall be provided as required by the ordinance.
Standards for Issuance of a Conditional Use Permit
The issuance of a Conditional Use Permit can be ordered only if the use at the proposed
location:
1. Will not endanger, it!Jure or detrimentallY tiffect the use and ef!Jqyment of other properry in the
immediate viciniry or the public health, safery, morals, comfort, convenience or general welfare of the
neighborhood or the ciry.
2. Will be consistent with the comprehensive plan.
3. Will not impede the normal and orderlY development and improvement of surrounding vacant
properry.
4. Will be served adequatelY l?Y and will not adverselY affect essential public facilities and services
including streets, police and fire protection, drainage, refuse disposal, water and sewer !)Istems, parks
and schools; and will not, in particular, create tnifjic congestion or interference with trtiflic on
acfjacent and neighboring public thoroughfares.

5. Will not involve uses, activities, processes, materials, equipment and conditions if operation that will
be detrimental to a'!)' persons or properry because if excessive trciffic, noise, smoke, fumes, glare,
odors, dust or vibrations.
6. Will not result in the destruction, loss or damage if a natural, scenic or historic feature if mqjor
importance.
7. Will fullY complY with all other requirements if this Code, including a'!)' applicable requirements
, and standards for the issuance if a license or permit to establish and operate the proposed use in the
ciry.
If denial of such a permit should occur, it shall accompany recommendations or
determinations by findings or a report stating how the proposed use does not comply with
the standards set forth in Section 30-654.
Recommendation
Staff recommends that the Planning Commission recommend approval of the request with
the following conditions:
1. Landscaping shall be provided as required by the ordinance.
