I. Call Meeting to Order

Pursuant to due call and notice thereof, the meeting of the Elk River Economic
Development Authority was called to order at 5:30 p.m. by President Tveite.

Christianson to approve the agenda.
Motion carried 6-0.

4. Consider Consent Agenda
Moved by Commissioner Wagner and seconded by Commissioner Beyer to
approve the following consent agenda:
4.1 February 22, 2022, Meeting Minutes.
4.2 Check register as outlined in the staff report.
4.3 Balance sheet as outlined in the staff report.
4.4 Revenue/expenditure report as outlined in the staff report.
Motion carried 6-0.

6. Public Hearings
There were no public hearing items.
7.1 Together Elk River— 169 Redefine
Mr. O'Neil presented the staff report.
The Together Elk River Committee received proposals from marketing firms
regarding the 169 Redefine project. It would be the recommendation of the Together
Elk River Committee to hire Orange Ball Creative as the marketing firm for this
project. Orange Ball proposed fee of$8,700 for services in 2022 was supported by
the committee.
Mr. O'Neil stated that Together Elk River will also be connecting with the local
business community regarding their business's involvement with the 169 Redefine
campaign.
Commissioner Wagner explained how Orange Ball Creative would proceed with
advertising.
Moved by Commissioner Westgaard and seconded by Commissioner Hartwig
to approve a three-year contract with Orange Ball Creative as outlined in the
proposal for marketing services regarding the 169 Redefine project.
Motion carried 6-0.
7.2 General Updates
Mr. O'Neil. resented the staff report.

Pursuant to due call and notice thereo e meeting of the Elk River 'gnomic
Development Authority was called to order at 5:48 p.m. by President Tveite.
2. Closed Meeting
President Tveite stated, "The EDA will be holding a closed meeting per MN Statue
Section 13D.05, Subd. 3 (c)(1) to determine the asking price for real or personal
property to be sold by the government entity."The properties being discussed are:
■ PID#75-757-0105, also known as 17610 Tyler Street NW, Elk River
■ PID#75-597-0105, also known as 13566 185"'Avenue NW, Elk River
■ PID#75-597-0110, also known as 13530 185 'Avenue NW, Elk River
8. Adjournment
There being no further business, President Tveite adjourned the closed meeting of
the Elk River Economic Development Authority at 6:29 p.m.
