SPECIAL MEETING OF THE ELK RIVER PLANNING COMMISSION HELD AT THE ELK RIVER CITY HALL TUESDAY, DECEMBER 30, 1986 Members Present: Chairman Wilson, Commissioners, Fuchs, Temple and Morton Members Absent: Commissioners Barrett, Kimball and Kropuenske Staff Present: Stephen Rohlf, Building & Zoning Administrator 1. The meeting was called to order at 5:00 p.m. by Chairman Wilson 2. Agenda COMMISSIONER FUCHS MOVED TO APPROVE THE DECEMBER 30, 1986 PLANNING COMMISSION AGENDA AS SUBMITTED. COMMISSIONER MORTON SECONDED THE MOTION. THE MOTION PASSED 4-0. 4. Consider November 25, 1986 Planning Commission Minutes COMMISSIONER FUCHS MOVED TO APPROVE THE NOVEMBR 25, 1986 PLANNING COMMISSION MINUTES AS SUBMITTED. COMMISSIONER MORTON SECONDED THE MOTION. THE MOTION PASSED 4-0. 5. Site Plan Review for Parcel VI in Barrington Place PUD Gary Santwire presented the site plan to the Planning Commission. Mr. Santwire started his discussion by stating that according to the Planned Unit Development (PUD) Agreement for Barrington Place PUD, the site plan reviews are by the Planning Commission only. Attached to these minutes is a copy of the site plan submitted with additions and changes, as per the Planning Commission's approval. Mr. Santwire indicated that there is two buildings proposed on Parcel four in that Building "A" was the principal building on the lot and Building "B"s site plan should be approved contingent upon the Council approving the Administrative Subdivision to split Parcel VI into two lots. Discussion was carried on by the Planning Commission about the fire lanes recommended by Russ Anderson, Fire Chief. These fire lanes would include the horseshoe drive which goes around Building "A" and also the drive between Building "A" and the parking lot for that building. Russ Anderson recommended that these fire lanes be maintained open with no parking allowed. Their location is indicated on the site plan attached to these mintues. It was also stated by Building and Zoning Administrator, Stephen Rohlf that one additional fire hydrant located as shown on the attached site plan was recommended by Fire Chief, Russ Anderson. . . . Planning Commission Minutes December 30, 1986 Page 2 Signage was the next item discussed. It was the consensus of the Planning Commission that although this parcel is within a PUD that signage stay consistent with similiar commercial zones within the City of Elk River. This would mean two square feet of signage per lineal foot of frontage would be allowed. There is 216 feet of frontage associated with Parcel VI, therefore, 432 square feet of total signage would be allowed for both buildings "A" and "B" in that such signage would need to be reviewed and approved by the Planning Commission at a later date. Mr. Santwire indicated that Building "A" would be 18 feet high on the north side of the steeple on the building, and 14 feet high on the south side of the steeple, and the steeple would be somewhat higher. He further indicated that the rest of the roof of the building, other than the steeple would be flat and that the building would be painted blocks, similiar to the Elk River Mall. Building & Zoning Administrator, Stephen Rohlf, indicated that if Parcel VI is split into two lots, it would mean Building "A" would cover 27% of the one lot and Building "B" would cover 32% of the other lot. Building "A" is approximately 23,000 square feet and Building "B" is 3,300 square feet. The Planning Commission indicated a concern with the lack of green space associated with these buildings. It was agreed to by the Planning Commission and the Developer to get more green space in front of Building "A". On the north side of the steeple in Building "A", 17 feet of green space will be provided and the sidewalks on the north side of the steeple will be eliminated. On the south side of the steeple, of Building "A" there would be 6 feet of green space next to the building and a 4 foot sidwalk added. The next item discussed by the Planning Commission was an approximately 20 foot wide gap next to the handicap parking stalls in which a car could drive in and out screwing up the traffic patterns. It was agreed to by the developer that the gap between the parking and drive, in front of the handicap parking stalls, would be reduced to 4 feet, to eliminate cars driving through there. The uses associated with Building "A" and "B" it was agreed must stay consistent with the uses allowed in the Barrington Place PUD Agreement. This would be uses allowed in Cl, C2 and C3 zoned districts with some exceptions as stated in the PUD agreement. Loading areas for Building "A" and "B" were the next item of discussion. It was agreed to that the loading area for Building "A" would be in the southeast notch of that building west of the future expansion proposed for that building. This loading area would be striped and marked as such. The only logical loading area for Building "B" would be the drive in front of the parking lot for that building. The Planning Commission agreed to allow it there. These loading areas are designated on the attached site plan. . . . Planning Commission Minutes December 30, 1986 Page 3 Drainage was discussed for the proposed site. Building & Zoning Administator, Stephen Rohlf has indicated that he had discussed drainage with Terry Maurer, City Engineer. The proposed drainage is for the east third of the site to drain to the east, to the ditch that was provided there to handle drainage. The west two-thirds of the site would drain west to Dodge Avenue and continue on north along Dodge Avenue to a drainage easement which is provided for this PUD. Mr. Maurer had indicated this was the way the PUD was originally designed for drainage. The Planning Commission required that a complete detailed drainage plan is submitted to City staff prior to building permit issuance and that the drainage plan be reviewed by Terry Maurer, City Engineer. The Planning Commission was concerned that the additional drainage onto Dodge Avenue would create a problem. Sewer and water line connections to Buildings "B" and "A" must be separate and will be handled in the following locations; the sewage line for Building "B" would connect to a main line just north of Building "B"s site. The sewer line for Building "A" would come east from Dodge Avenue within an easement provided between Prairie House and the site for Building "A". This easement would also be the location of the main water line for both buildings. It would be one line to the hydrant required by Russ Anderson, Fire Chief and from that point would branch off to both buildings. That easement must also be extended, if the lot split to create two lots out of Parcel VI is approved. This extention is to provide access for Building "B". Landscaping was again discussed. This time it was agreed that 6 feet of landscaping be added in front of Building "B" and then a 4 foot sidewalk between the landscaping and the parking lot associated with Building "B". Also along the entire length of the east property line of both proposed sites, Building "B" and Building "A" sites, that at least twelve trees are planted to help screen this commercial use from ajacement residential areas as per the PUD Agreement for Barrington Place. At least six of these trees be must 18 to 20 feet high and the other six cannot be less than 10 feet high. It was recommended by Building and Zoning Administrator, Stephen Rohlf that half maple and half ash, which both species are compatible to urban use be planted, so that if there is a problem with one species, the other may still servive. The last item discussed in regards to this site plan review was the location and screening of trash recipicles. The location for the recipicles is indicated on the attached site plan to these minutes. It was concurred by the Planning Commission that the screening should be high enough to cover the trash recipicles and that it should be screened on all sides, be it by building or fencing, and that the side that is used to access the dumpster should be screened with a gate. Also, the design of screening must be a . . . Planning Commission Mintues December 30, 1986 Page 4 - - compatible with the building. It was agreed that Building "A" could have up to a 30 foot long dumpster. COMMISSIONER MORTON MOVED TO APPROVE THE SITE PLAN REVIEW WITH THE FOLLOWING STIPULATIONS: 1. THAT A FIRE HYDRANT BE ADDED IN THE LOCATION RECOMMENDED BY RUSS ANDERSON, FIRE CHIEF. 2. THAT FIRE LANES, AS RECOMMENDED BY FIRE CHIEF, RUSS ANDERSON BE MAINTAINED. 3. THE USES ALLOWED IN THE BUILDINGS MUST BE THOSE APPROVED IN THE PUD AGREEMENT. 4. THAT THE TRASH RECIPICLES BE SCREENED ON ALL SIDES HIGH ENOUGH TO COVER THE TOP OF THE DUMPSTER, AND THAT THE DESIGN OF THAT SCREENING BE COMPATIBLE WITH THE BUILDING DESIGN AND DUMPSTERS BE LOCATED AS INDICATED. 5. TWELVE TREES BE PLANTED ALONG THE EAST PROPERTY LINE, SIX MAPLES, SIX ASH, SIX OF THEM 18 TO 20 FEET HIGH AND THE OTHER SIX NOT LESS THAN TEN FEET HIGH. 6. THAT SEVENTEEN FEET OF LANDSCAPING BE ADDED TO THE SITE ON THE WEST SIDE OF BUILDING "A" NORTH OF THE STEEPLE AND 6 FEET OF LANDSCAPING BE ADDED TO THE WEST SIDE OF BUILDING "A" SOUTH OF THE STEEPLE. 7. THAT 6 FEET OF LANDSCAPING BE ADDED IN FRONT OF BUILDING "B" ALONG THE WEST SIDE. 8. THAT SIGNAGE BE LIMITED TO 432 SQUARE FEET FOR BOTH BUILDINGS "A" and "B" IN THAT THE SIGNAGE BE APPROVED BY THE PLANNING COMMISSION AT A LATER DATE. 9. THAT ALL NECESSARY EASEMENTS ASSOCIATED WITH THESE SITES BE MADE OF RECORD PRIOR TO BUILDING PERMIT ISSUANCE INCLUDING THE EXTENT ION OF THE EASEMENT TO BUILDING "B" IF THE COUNCIL APPROVES THE ADMINISTRATIVE SUBDIVISION SPLITTING THE SITE FOR BUILDING "B" FROM THE REST OF PARCEL VI. 10. THAT THE LOADING AREAS BE LOCATED AS INDICATED ON THE ATTACHED SITE PLAN. 11. THAT A DRAINAGE PLAN IS PREPARED AND APPROVED BY THE CITY ENGINEER PRIOR TO BUILDING PERMIT ISSUANCE. 12. THAT THE GAP BETWEEN THE DRIVE AND THE PARKING JUST EAST OF THE HANDICAP PARKING STALLS FOR BUILDING "A" BE REDUCED TO A WIDTH THAT A CAR CANNOT PASS THROUGH. 13. THAT THE LANDSCAPING OTHER THAN THOSE PREVIOUSLY MENTIONED, AND THE PARKING, BE COMPLETED AS INDICATED ON THE SITE PLAN. Planning Commission Minutes December 30, 1986 Page 5 . 14. THE PARKING LOT SHALL BE ADEQUATELY LIT AND THAT THIS LIGHTING SHALL BE DONE IN A WAY THAT IT DOES NOT INTERFER WITH RIGHT-OF-WAY OR ADJACENT RESIDENTIAL AREAS. 15. PAINTED BLOCKS AND A FLAT ROOF ARE O.K. 16. WATER AND SEWER CONNECTIONS ARE COMPLETED AS PROPOSED. COMMISSIONER FUCHS SECONDED THE MOTION. THE MOTION PASSED 4-0. 6. Discussion was carried on with the Planning Commission and staff member, Stephen Rohlf about the upcoming jount meeting between the Planning Commission and the City Council on January 10, 1987. There being no further business, COMMISSIONER FUCHS MOVED THAT THE MEETING BE ADJOURNED. COMMISSIONER TEMPLE SECONDED THE MOTION. THE MOTION PASSED 4-0.
