Background/Discussion
At the April 18, 2022, WoYk Session, the Cityr Council was in agreement with changing the title and updating the
position description for the Building Maintenance Supervisor position and adding the Assistant Facilities
Maintenance Superintendent position in place of the Building Maintenance Assistant position.
Mr. Femrite requested a review of the pay plan placement of the Facilities Maintenance Superintendent position
and after review and discussion with Mr. Femrite, it was re-evaluated and scored into payr grade 5E.
Financial Impact
Changing the pa�T grade of the Facilities Maintenance Superintendent position will have a 2022 budget impact of
about $550.
The ne`v position of Assistant Facilities Maintenance Superintendent has been determined to be exempt from
oveYtime and scoYed into pay gYade 7E with a salary Yange of $74,911 to $88,130. We have an inteYested inteYnal
candidate, and ��e will accept applications from external candidates as well. The position that will be eliminated
�uas part of the NOE Loca149 and the payT range was $28.85 to $36.07 per hour ($60,008 to $75,025 annuallyT not
including overtime).

Position Summary
The Facilities Maintenance Superintendent supervises building/facility syTstems operation,
maintenance, repair, and contractual service agreements; performs maintenance activities in and
around cityT facilities; performs maintenance and repair of facilit�T syTstems; manages building and
exterior grounds maintenance activities. Trains and mentors Assistant Facilities Maintenance
Superintendent in all functions of the Superintendent position.
Essential Functions
Monitors the functioning of electrical, plumbing, heating, air conditioning, and other
mechanical systems.
A. Operates seasonal controls for cityT buildings, i.e. heating and air conditioning.
B. Develops and executes maintenance program on all heating, ventilaring, and air
conditioning (HVAC) units.
C. Changes filters, cleans coils and condensers in HVAC units for cityT buildings as
applicable. Reports problems to supervisor immediatelyT.
D. Tests and services diesel po`vered, standby generators.
E. Coordinates `vith contractors to provide service and perform repairs.
F. Maintains records of operation, maintenance, and repair of building syTstems.
2. Coordinates and monitors contractors and supervises employees.
A. Directs, evaluates, and provides work direction to Assistant Facilities Maintenance
Superintendent, Maintenance Technicians, Laborers, seasonal staff, and contracted
vendors.
B. Performs timelyT annual performance reviews of all employTees supervised.
3. OveYsees interior and exterior maintenance and Yepair services.
A. Ensures painting, minor plumbing, minor electrical repair, lighting (including
emergency, exit, and outside lights and timers), minor carpentryT, and other general
minor repairs are completed.
B. Coordinates with contractors to provide service and perform repairs. (not custodial)
4. Oversees light duttT grounds maintenance.
A. Ensures snow is cleared from parking lots, side�valks, and entrance areas of cityT
facilities.
B. Coordinates summer turf and landscaping maintenance.

5. Oversees Cit�T facilities.
A. Monitors new building construction projects and building remodeling.
B. On call foY building emeYgency alarms.
C. Monitors and maintains a record of facilityT energy consumption through the State of
iVlinnesota B-3 Benchmarking program.
D. Develops and manages a facilityT capital improvement project schedule.
6. Performs other essential job duties.
A. Regular and timelyT �uork attendance.
B. Follo�vs all safety procedures.
C. Participates in safetyT training and provides safetyT training for staff.
D. Ensures current SDS records are maintained for applicable products.
E. Develops and manages the facilities maintenance budget.
F. Assists the emergencyT management director with maintenance on early warning

Required Knowledge, Skills, and Abilities
❑ Kno`vledge of and experience in the practices, procedures, equipment, chemicals, and
materials used in building maintenance.
❑ Knowledge of and experience in basic maintenance work (including carpentryT, diesel
po`vered standby- generators, plumbing, electrical and heating syTstems).
❑ Knowledge of basic computer functions and computerized climatic control syTstem.
❑ Skilled in the safe operation of hand and power tools and building maintenance equipment.
Requires the ability- to `vear and use all safet�r equipment as necessaryT.
❑ Skilled in the safe operation of motorized equipment.
❑ Ability to lift and carryT heavy objects, climb, crawl, stand, bend, reach, and manipulate
objects and equipment requiring manual dexterinT as needed to perform duties.

Custodian
Position Summary
The Assistant Faciliries Maintenance Superintendent peYfoYms building syrstem operation, routine
maintenance and repair in and around cit�T facilities; supervises custodians and assists with
building cleaning and exterior grounds maintenance. Acts in the absence of Facilities
Maintenance Superintendent.
Essential Functions
Supervises custodial employees and coordinates and monitors cleaning contractors.
A. Manages the �vork performance and provides work direction and schedules for
custodians.
B. Performs timel�T annual performance reviews of all employ ees supervised.
C. Contracts with cleaning companies and oversees their `vork.
D. Maintains cleaning equipment (vacuums, buffers, polishers, etc.)
E. Maintains product inventor�T of to`vels, toilet tissue, soaps, light bulbs, and other
necessaryT supplies.
2. Assists in monitoring the funcrioning of electrical, plumbing, heating, air conditioning, and
