Approve, byT motion, the promotion and designation of Mark Pistulka to the position of Building Official effective
MayT 3, 2022.
Background/Discussion
Our building officiall�T retired todayT, and staff recommends promoting Building Inspector Mark Pistulka into that
position.
Building officials must be certified byT the Department of Labor and IndustryT (DOLI). A municipalityT mayT not
issue building permits �vithout a designated building official. State law requires municipalities to designate no more
than one building official to adrniuister the State Building Code. If no building official is designated, the state
building official may use state employees to perform the duties at cityT expense and all receipts (permit fees) arising
from the costs must be paid to DOLI.
Mr. Pistulka has been a building inspectoY with the Cityr of Elk RiveY since 2019. Prior to that, he was the building
official for the Cityr of Carver for 13 yeaYs. Mr. Pist�llka will be paid at step C of payr grade 5E and will have two
dayTs of vacation added to his annual accrual. All other pay and benefits are consistent `vith city policy.

This is a budgeted position.
