Open public hearing to take comments on the cityT Stormwater Program. 2. No other action required. Background/Discussion The CityT of Elk River is regulated as a Municipal Separate Storm Se`ver SyTstem (MS4) under the National Pollutant Discharge Elimination SyTstem (NPDES) byT the iVlinnesota Pollution Control AgencyT (MPCA). The ne�u peYmit was Yeissued in OctobeY 2021 and will Yun on a five-�rear cyrcle. The permit prescribes goals in the follo�ving categories: Public Education and Outreach; Public Participation and Involvement; Illicit Discharge Detection and Elimination; Construction Site Runoff Control; and Pollution Prevention and Good Housekeeping. The cit�- is required to hold an annual public hearing to receive feedback on the storm`vater program. The follo`ving goals were met byT the cityT in 2021: ■ Received the new MS4 peYmit. ■ Staff has continued to make progress planning for future projects related to nutrient reduction goals foY Lake OYono as the requirement and meeting above listed minimum control measures. ■ Continue to investigate potential sources of illicit discharges. ■ Maintain, repair and upgrade old infrastructure in the stormwater system with street upgrades.
