1. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of the Elk River Parks and
Recreation Commission was called to order at 6:30 p.m. by Chair Williams.

3. Consider 04/13/2022 Agenda
Chair Williams removed Work Session 12.1.
Moved by Commissioner Loidolt and seconded by Commissioner Holmgren
to approve the April 13, 2022, Parks and Recreation Commission meeting
agenda. Motion carried 5-0.
4.1 Consider 03/09/2022 Regular PRC Minutes
Moved by Commissioner Rathbun and seconded by Commissioner Loidolt to
approve the following March 9, 2022, Parks and Recreation Commission
Minutes. Motion carried 5-0.

7.1 Park Dedication - Final Plat: Aggregate Commercial Sixth Addition
(ERX)
Chair Williams shared the staff report.
Moved by Commissioner Soltvedt and seconded by Commissioner Holmgren

to recommend to City Council to pay park dedication in the form of cash at
the applicable commercial rate when the lot is released for recording. Motion
carried 5-0.
7.2 Orono Park Pickleball Shade Structures
Chair Williams shared the staff report.
Commissioner Holmgren asked if the red roof will be the same concept as other red
roofs and structures within our parks. He also asked what the price increase was
attributed to.
Chair Williams shared it will be the same color red and the price increased due to
time.
Moved by Commissioner Soltvedt and seconded by Commissioner Holmgren
to recommend to City Council the addition of two shade structures for the
Orono Park Pickleball Courts. Motion carried 3-2.
Chair Williams and Commissioner Loidolt opposed.

9. Parks & Recreation Director Update
Commissioners read over the report on their own.
Commissioner Soltvedt asked if the skate park grant money was included in the
overall construction and if we are short $125,000 if we do not accept the grant?
Chair Williams asked Mr. Dalton to follow up with Mr. Hecker and have an email
sent to commissioners.
Commissioner Loidolt asked if the Youth Athletic Complex concession building will
be open for the Ice Breaker Tournament.
Chair Williams shared when they met with baseball, they were told not to expect it to
be ready but said there is a possibility it will be open.
Mr. Dalton follow up with Mr. Hecker for an update on the concession building.

Chair Williams shared the work session that was cancelled tonight and will now be
held as a Special Meeting on Wednesday, April 27, 2022, and asked commission
members if 5:00 p.m. works for everyone.
Commission members agreed to start at 5:00 p.m.
Commissioner Rathbun shared he attended the Great Northern Trail preliminary
meeting. He suggests completing the online survey if you cannot attend the next
meeting, on May 20, 2022, to share ideas on extending the trail.

There being no further business, Chair Williams adjourned the meeting of the Elk
River Parks and Recreation Commission at 6:42 p.m.
