8.1 PRSR at 4 Handout from MeetingParks & Recreation Commission Minutes Page 2 March 14, 2018 involved with Elk River Youth Football. 4.5 Eagle Scout Project Presentation Greg Headly with Becker Boy Scout Troop #92 presented adding a Bike Fix -it Station at Hillside City Park as his Eagle Scout Project. After researching needs of area parks he discovered that the Hillside City Park had a Fix -it Station listed in its Park Master Plan. The station will provide access to mountain bikers a place to do emergency repairs and adjustments and will cost approximately $1500-$2000. Funds will be raised through fundraising. S. Action Items 5.1 Park Dedication - Riverplace Second Addition Mr. Benoit presented his staff report along with explaining what Park Dedication is for the new members. Chair Anderson asked if there was any interest in adding a connection to the lake. Commissioner Niziolek shared that it would be nice to have river access on that side of town. Mr. Rathbun asked what the scope of the access woWd be, like a =oe landing. Commissioner Niziolek stated that a canoe/kayak landuig would be desirable. Chair Anderson stated it would be access for the development not the whole community. Mr. Hecker reminded the commission members the motion is for cash or lead and that planning staff have worked with the developer in what you are discussing. Commissioner Soltvedt stated the access would need to be for neighborhood only and cash would be nice for the whole parks system and would benefit more residents and that there may be a different opportunity later with Camp Cozy. Commissioner Niziolek stated that it would be nice to have access to the river for the neighborhood Moved by Commissioner Niziolek and seconded by Commissioner Rathbun to consider a small access point defined by the devekoper with a width of 50& with the ,—intent-to—connect the neighborhood with the river with kayaks and canoes. This will be $57,037.20 at the 2018 km density rate. Motion carried 7-0. 5.2 Arena Commission Member Nomination Mr. Hecker presented his staff report Moved by Commissioner Holmgren and seconded by Commissioner Ahlness to nominate Commissioner Williams as the Arena Commission Member Liaison. Motion carried 7-0. 5.2.1 Establish a Community Based Group for Woodland Trails Regional Park Grant Chair Anderson stated that Woodland Trails Regional Park is described as our most popular park and thought it to be a good idea to seek out community members to be involved with proposed projects, tours, assist and review design plans, participate in Open Houses, clean up of post installation. Commissioner Soltvedt asked if there will be an application or see who would like to be involved. Chair Anderson stated that the Park Steward would be a good one to invite people to present at the commission. There is a much larger community out there of park users that we need to seek out to be a part of making this park even more magical. Stating he proposes to round up some folks and bring them in to meet with the commission members to see what members think. Mr. Hecker shared that the next agenda item will cover the timeline and community involvement in the project Moved by Commissioner Niziolek and seconded by Commissioner Williams to recommend to City Council to form a committee — Friends of Woodland Trails to be players in the design process. Motion carried 7-0. Commissioner Holmgren asked that the role of the group be explained. Chair Anderson shared that the Friends of Sherburne National Wildlife Refuge raise money, volunteer and hold festivals to bring community together. He stated there is a core of volunteers of Woodland Trails Regional Park and if there are shelters and a playground this group could offer support in holding activities there. t'I�EIEI INANWEE]
