Action Requested
Approve, by motion, the hiring of Joel Boutin to the position of Plumbing and Mechanical Inspector effective
May 17, 2022.
Background/Discussion
With the upcoming retirement of Plumbing and Mechanical Inspector Denny Anderson, we went to market to fill
this position. We received 16 applications and offered interviews to eight candidates. Following second interviews,
background and reference checks, we recommend Joel Boutin for the position.
Mr. Boutin grew up in the plumbing industry first working for his dad in his plumbing business, eventually owning
that business, and then moving on to work as a Master Plumber for B & B Plumbing. In 2021 he became a union
plumber with the Local 15 and has worked multiple jobs through the union.
Mr. Boutin will start at step A of pay grade 2N. All pay and benefits will be consistent with city policy.
Financial Impact
This is a budgeted position.
