4.1. DRAFT HPC MINUTES 05-19-2022 Meeting of the Heritage Preservation Commission Elk River City Hall Thursday, March 17, 2022 Members Present: Chair Lance Lindberg, Commissioners Zachary Griffiths, Mike Hangaard, and Debra Mortensen Members Absent: Commissioner Michele Cole and Tony Mauren Others Present: Planning Manager Zack Carlton and Councilmember Garrett Christianson 1. Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Heritage Preservation Commission was called to order at 6:04 p.m. by Chair Lindberg. 2. Pledge of Allegiance The Pledge of Allegiance was recited. 3. Consider March 17, 2022, Agenda Moved by Commissioner Griffiths and seconded by Commissioner Mortensen to approve the March 17, 2022, agenda. Motion carried 4-0. 4. Minutes of January 20, 2022, Heritage Preservation Commission meeting Moved by Commissioner Hangaard and seconded by Commissioner Griffiths to approve the January 20, 2022, meeting minutes. Motion carried 4-0. 5.1 Election of Chair Moved by Commissioner Hangaard and seconded by Commissioner Mortensen to nominate Lance Lindberg as Chair of the Heritage Preservation Commission. Motion carried 4-0. Heritage Preservation Commission Meeting Elk River City Hall March 17, 2022 5.2 Election of Vice-Chair Moved by Commissioner Mortensen and seconded by Commissioner Hangaard to nominate Debra Mortensen as Vice-Chair of the Heritage Preservation Commission. Motion carried 4-0. 6.1 Elk River Documentary Commissioner Griffiths updated the commission on the Elk River documentary. He indicated oral histories interview from John Dietz and John Houlton will be taken during the first part of April. He stated he would also like to interview Chair Lance Lindberg, Vice-Chair Debra Mortensen, and any other interested HPC members, as well as Dr. Robert Galler, a history professor from St. Cloud State University. Commissioner Griffiths stated he has enlisted Sam Olson to assist him in editing footage. A music ensemble will be performing the music which should be completed by the end of April. He stated Mike Brubaker will send him the requested photos from the Sherburne History Center by the end of April according to Mike Brubaker. Chair Lindberg suggested Commissioner Griffiths use an oral history he had taken with Mayor Dietz about a year ago if he was interested. It was probably sent to the Sherburne History Center for transcription. Commissioner Griffiths stated he will review that interview. Commissioner Griffiths stated he would email the commissioners the proposed interview questions and was open to receiving any suggested questions. Mr. Carlton stated when Commissioner Griffiths receives a bill from the Sherburne History Center for the photographs, they should invoice the city for payment. 6.2 Additional Projects and Updates Mr. Carlton stated Commissioner Mauren asked if the HPC would be interested in having a booth at Elk RiverFest, to be held in the last weekend in July. He explained they could also set up a booth at the Farmers Market. The commissioners discussed what the intent of the booth would be. They discussed ideas like compiling historical artifacts and photos, restoration projects like the water tower restoration, soliciting stories and facts of Elk River history. They discussed using the Elk River map circa 1879 with an overlay of an aerial photo showing the area today and how things have changed. Mr. Carlton stated he received a call from Jim Boyle with the Elk River Star News who requested to do a story on the Heritage Preservation Commission.
