Background/Discussion Our recent recruitment for police officers netted 13 applications. T`vo candidates withdrew because theyT `vere hired elsewhere. We interviewed 11 and moved 4 on to have an interview with Chief Nierenhausen. Chief Nierenhausen moved three on to the background phase `vhere one `vithdre`v. The other two successfullyT completed the background, phyTsical, and psyTchological testing. RyTan CowleyT holds an associate degree in law enforcement and is POST Licensed. He worked as a securityT officer at rllexandria Technical College, a water patrol office for Stearns Countyr Sheriff's Office, and an armed securityr officer for General SecurityT Services Corporation `vhile he was attending college. Following college, he became a corrections officer II for Stearns CountyT and since has been working as a deputyT sheriff for Wright CountyT since 2010. Officer Co`vleyT `vill start at step 2 of the union pay scale. Provided successful performance he `vill move to step 3 after 6 months. He will receive his next step incYease at one yrear of employment. All otheY pay and benefits will be consistent with the union contract and cityT policy. Financial Impact This is a budgeted position. He `vorked for Premier SecurityT in Rochester for t�vo yTears, a detention deputyT and a transport officer for Winona CountyT for a yTear and a half and has been working for Olmsted CountyT as a detention deputyT since NovembeY 2020.
