Summary of General Manager Performance Evaluation
ACTION REQUESTED:

BACKGROUND:
On June 14, 2022, the Commission conducted a closed meeting to evaluate the performance of
General Manager Theresa Slominski. State statute requires that at its next open meeting, the
Commission shall summarize its conclusions regarding the evaluation.
DISCUSSION:
A form scoring Ms. Slominski in several different categories was reviewed in detail during the
closed meeting. The form had been filled out by all five commissioners and the management
staff of ERMU, along with City Administrator Cal Portner.
Ms. Slominski received high marks in the Communications and Management sections of the
survey, in particular for respect, receiving input, effective use of resources, and observing
regulations. Across the entire survey, all cumulative scores given to Ms. Slominski were above
the "Meets Expectations" standard.
Many of the overall comments in the open-ended response section expressed gratitude for Ms.
Slominski's willingness to take on the general manager role in the two years preceding her
retirement to contribute to the stability of the organization.
