Background/Discussion
The property is zoned Focused Area Study (FAST-e) where motor
vehicle specialty shops require a Conditional Use Permit (CUP). The
applicant is seeking a CUP to construct a 74' x 170' oil change facility
on what will be located on Lot 1, Block 1, of the Jabez Third Addition
plat, which will also be reviewed by the City Council.
Along with oil changes, the facility will accommodate light mechanic
work such as tire rotations. Construction is anticipated to begin in the
spring of 2023. The business with be fully staffed with 15 to 30 full and
part time employees.
Planning Commission

request and unanimously recommended approval.

Background/Discussion
The property is zoned Focused Area Study (FAST-e) where motor
vehicle specialty shops require a Conditional Use Permit (CUP). The
applicant is seeking a CUP to construct a 74' x 170' oil change facility
on what will be located on Lot 1, Block 1, Jabez Third Addition plat,
which will be reviewed by the City Council.
Along with oil changes, the facility will accommodate light mechanic

Building Materials
The mechanic area will be constructed with concrete tip -up panels while the customer area, facing the streets, will
be comprised of architectural metal panels and storefront glass.
Transportation/ Circulation
Access to the subject site will occur off Cornerstones private drive/access on the west side of the parcel. The site
plan shows 60 parking stalls, including two next to the customer area for electric vehicle charging.

Signage
The two wall signs from the existing QuickLane will be relocated to the proposed building. Both wall signs will be
placed on the southwest corner of the proposed building, one facing 171 st Avenue and the other facing Highway
10. The building may also include a "Cornerstone" round logo on the east wall. Sign permits will be required for
each sign.
Tire Storage
Tire storage is proposed in a covered accessory structure, next to the dumpster enclosure, constructed from
the same material as the principal structure.
Applicable Regulations
In approving a Conditional Use Permit, the council may impose such specific conditions with regard to the
development or operation of the proposed use as it considers necessary to satisfy the seven standards set forth in
Section 30-654 and the requirements contained in this article and to promote compatibility with and minimize any
potentially adverse effects upon adjacent properties, the neighborhood or the city.
The issuance of a Conditional Use Permit can be ordered only if the use at the proposed location:

Subject: Conditional Use Permit for an Oil Change Facility - Cornerstone Auto
Resource
Cornerstone Auto is requesting a conditional use permit to allow a 74 foot by 170 foot Ford
branded oil change facility called a "QuickLane". Besides oil changes, light mechanic work e.g.
tire rotations, etc. will be done. After construction, Cornerstone Auto's existing QuickLane will
be used for regular mechanic work. Construction on this new building will begin in the spring of
2023.
Fully staffed, 15 to 30 full and part time people will be employed. The proposed hours of
operation are: lam to 8pm Monday through Thursday, lam to 6pm on Fridays and lam to 5pm
on Saturday. The site is proposed to have 60 parking stalls, including two next to the customer
area for electric vehicle charging.
The mechanic area will be constructed with concrete tip -up panels. The customer area facing the
streets will be made of architectural metal panels and storefront glass. Similar materials as the
existing QuickLane area on this site. The attached drawings have colored elevations of the
building.
The signage from the existing QuickLane, consisting of two wall signs, will be relocated to the
new building. Both wall signs will be placed on the southwest corner of the new building, one
facing 171St Avenue and the other facing Highway 10. The building may also include a
"Cornerstone" round logo on the east wall. All three wall signs are within the City requirements.
We do have a need for used tire storage, which is proposed in a covered accessory structure
made from the same material as the principal structure. The proposal should meet all applicable
City of Elk River design standards.
