Adjust the drainage and utility easement to match the 25’ wetland setback standard. 2. Review trail standards with city staff and incorporate trail easements within Outlot A as required. Background/Discussion The applicants, Jeff and Darlene Olson, are seeking approval of a preliminary plat that would subdivide their existing 9.08-acre single family parcel into two buildable lots and one remnant outlot. One of the lots will include the existing home, and the second lot will be developed as a single-family home. th Additionally, the plat dedicates a 66-foot right-of-way for 212 Avenue NW to the north of both lots, and additional right-of-way for Meadowvale Road NW, to the east of the developable lot. The remnant outlot is across Meadowvale Road and is below minimum design standards. The subject site is within the R-1a zoning district and requires a minimum lot size of 2.5 acres and 160 feet of road frontage. The buildable lots exceed these standards, with the smallest lot at 2.76 th acres. All access will utilize 212 Avenue NW. Parks and Recreation The Parks and Recreation Commission reviewed the plat during their August 10,2022, regular meeting and recommended park dedication for one lot along with accommodates for a trail along the east side of Meadowvale Road. Applicable Regulations Preliminary Plat City ordinance section 30-375 outlines the required findings for approval of a Preliminary Plat. The proposed subdivision is consistent with the zoning regulations (article VI of this chapter) and conforms in all respects with all requirements of this Code, including the zoning regulations and this article. The property is zoned R-1a single family residential and the proposed parcels meet all dimensional requirements. Additionally, ordinance requires a 45-foot setback from all delineated wetlands. The setback line along with the wetland line appear on the plat. Staff has included a condition to adjust the drainage and utility easement to match to 25-foot wetland buffer as this area is intended to be left unimproved. The proposed subdivision is consistent with all zoning regulations. 2. The proposed subdivision is consistent with all applicable general and specialized city, county, and regional plans, including, but not limited to, the city's comprehensive development plan. The property is guided for rural residential uses and makes adequate provisions for protection of the delineated wetland areas The subdivision is consistent with all applicable plans. 3. The physical characteristics of the site, including but not limited to topography, soils, vegetation, susceptibility to erosion and siltation, susceptibility to flooding, and drainage are suitable for the type and density of development and uses contemplated. The proposed subdivision makes adequate provision for water supply, storm drainage, sewage transportation, erosion control and all other services, facilities and improvements otherwise required in this article. The subdivision is outside of the urban service area and will not construct any public infrastructure as part of the project. Additional permits required to comply with erosion control standards associated with the building permits for a new home are required and will be secured prior to building permit issuance. 5. The proposed subdivision will not cause substantial environmental damage. Although there will be site grading, the subdivision will not cause substantial environmental damage. 6.
