07-18-2022 EDA MINMeeting of the Elk River Economic Development Authority Held at the Elk River City Hall Monday, July 18, 2022 Members Present: President Dan Tveite, Commissioners Garrett Christianson, Matt Westgaard, Mike Beyer, Jennifer Wagner, Jeff Hartwig, and Charlie Blesener Members Absent: None Staff Present: Economic Development Director Brent O'Neil, Economic Development Specialist Josh Mollan, and Records Specialist Katie Porath I . Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Economic Development Authority was called to order at 5:30 p.m. by President Tveite. 2. Pledge of Allegiance Pledge of Allegiance was recited. 3. Consider Agenda Moved by Commissioner Westgaard and seconded by Commissioner Christianson to approve the agenda. Motion carried 7-0. 4. Consider Consent Agenda Commissioner Blesener stated he was in attendance at the May 2, 2022, Joint meeting with the HRA but was not listed on the minutes. Moved by Commissioner Beyer and seconded by Commissioner Wagner to approve the following consent agenda, as amended: 4.1 May 2, 2022, Joint minutes with HRA May 16, 2022, Regular minutes 4.2 Check register as outlined in the staff report. 4.3 Balance sheet as outlined in the staff report. 4.4 Revenue/expenditure report as outlined in the staff report. Motion carried 7-0. Economic Development Authority Minutes Page 2 July 18, 2022 S. Open Forum No one appeared for Open Forum. 6.1 Sale of Property at 17610 Tyler Street NW Mr. O'Neil presented the staff report. He stated city staff is continuing to work out details regarding the purchase. President Tveite opened the Public Hearing. Moved by Commissioner Blesener and seconded by Commissioner Wagner to continue the public hearing for the sale of property at 17610 Tyler Street NW to August 15, 2022. Motion carried 7-0. 7.1 EDA Committee Updates Mr. Mollan presented the staff report. Elk River Chamber of Commerce is assisting in printing materials for Together Elk River. The Beautification Committee is updating marketing materials and has shifted to only accepting online nominations for the Beautification Award. 7.2 General Updates Mr. O'Neil presented the staff report. Commissioners agreed to a 2023 budget work session one hour prior to their August 15, 2022, meeting. Placer.ai software has been ordered and training is taking place amongst staff. Due to data privacy, the software will not show data for sites with fewer than 50 visits. Mr. O'Neil is exploring how to work around these limitations. EDA Commissioners asked that data from the Off -Road National Championship held at ERX be analyzed using the Placer.ai software. Orluck Industries currently has a loan through the city on two pieces of equipment. Another entity in Elk River would like to take over the equipment and loan. Mr. O'Neil will have more details at the August 15, 2022, EDA meeting regarding changes to the agreement including assigning responsibility for repayment. President Tveite asked that the EDA preserve the same security interest in the equipment with the new company. Economic Development Authority Minutes July 18, 2022 8.
