1. Call Meeting to Order
Pursuant to due call and notice thereof, the meeting of Multipurpose Facility
Advisory Commission was called to order at 6:36 p.m. by Chair Dave Williams
2. Consider 9/7/2022 Agenda
Moved by Commissioner Mike Westgaard and seconded by Vice Chair
Peterson to approve the September 7, 2022 agenda. Motion carried 7-0.
3. Action Items
3.1 Review and recommend 2023 FTCenter Budget to City Council.
Facility Superintendent Tim Dalton presents the draft budget, noting the 2023 Ice
Rental Revenue Budget of $815,000 is based on a $5 increase across the board for all
users.
Chair Peterson inquires why Elk River High School gets a discount on their ice rates.
Commissioner Mike Westgaard notes Tier 1 users were established at the first
MPFAC Commission meeting.
Commissioner Matt Westgaard asks for clarification of Tier 1 users.
Commissioner Mike Westgaard requests yearly schedule of when major items are
discussed so we can be consistent from year to year.
Commissioner Jim Hecker adds the August 2021 MPFAC meeting addressed an
approved ice rate for the year, but Tier 1 users were not defined.
Commissioner Matt Westgaard suggests emailing user groups early each year to
inform them of the budgeting schedule and give them the opportunity to come to a

set meeting to ask for special rate considerations. The Commission could then vote
and decisions will be represented in the minutes for transparency.
Facility Superintendent Dalton refers to research done by staff that notes the
majority comparable arenas do not offer a discount to youth hockey, and none offer
a discount to the High School.
Vice Chair Peterson requests the hourly wage usage figures from major users.
Commissioner Mike Westgaard confirmed Elk River Youth Hockey will not be
purchasing ice at the Anoka Ice Arena this year to supplement what the FTCenter
can offer.
Motion Made by Vice Chair Peterson and seconded by Chair Williams for the
published prime ice rate to be raised to $240/hour and the non-prime rate be
raised to $180/hour. Motion carries 6-1. (Commissioner Kara Walker as the
dissenting vote)
Commissioner Matt Westgaard notes wages are the facilities largest expense.
Commissioner Gulden requests a breakdown of salaries/number of staff.
9. Adjournment
There being no further business, Chair Williams adjourned the meeting of the
Multipurpose Facility Advisory Commission at 8:20 p.m.
