6.1j ERMUSR 08-11-2020UTILITIES COMMISSION MEETING TO: FROM: ERMU Commission Dave Ninow – Water Superintendent MEETING DATE: AGENDA ITEM NUMBER: August 11, 20206.1j SUBJECT: Staff Update ACTION REQUESTED: None DISCUSSION: Delivered 10 new water meters. Sealed the water meter, installed an encoder receiver transmitter, and took curb stop ties from six water services. Completed 15 BACTI/Total Chlorine Residual Samples o All confirmed negative for Coliform Bacteria. o Bacteriological/Disinfectant Residual Monthly Report submitted to the MDH Completed 22 routine fluoride samples o All samples met MDH standards. o Submitted MDH Fluoride Report Completed one fluoride validation sample for the Minnesota Department of Health. Submitted Discharge Monitoring Report (DMR) for the Water Treatment Plants to the Minnesota Pollution Control Agency (MPCA). Submitted DMR for the Diesel Generation Plant to the MPCA. On August 3 at 2:11 p.m., we received notice that a contractor performing work for the Minnesota Department of Transportation had drilled into our 24-inch diameter water main along Highway 169justsouthof School Street.Staff from every department at ERMU began the challenging task of stopping the water leak while keeping the rest of the water systemin Elk Riverpressurized. Due to the location of the leak, it required shutting off thewater supply from Freeport Water Tower; at this point we had two water towers off line as the Gary Street Water Tower was already out of service due to scheduledmaintenance.Brenteson Excavation washired to perform the excavation and repair work of the damaged water main. ERMU staff worked through the night until the morning of August 4when the pipe repair was complete, and the water was turned back on. Photosare attached. Staff worked with Elfering and Associates to investigateoptions for running watermain rd to Windsor Park 3 Addition. According to our water modelif a twelve-inchwater main was installed alongCounty Road 1 to County Road 33 and then over to that development, they would have approximately50 psi of water pressure. Elfering and Associates also proposed a water main on Meadowvale Road to create a water main ______________________________________________________________________________ Page 1 of 2 105 loop that would increase water flow and improve water quality to that northern area, it would not increase water pressure. The estimated costof directionally drilling 12,500 feet oftwelve-inch watermain, adding fire hydrants, valves, traffic control, mobilization, and restoration would be approximately$2,000,000.Thiscost does not include the water main loop along Meadowvale Road. Attached is a drawing of the proposed water mains. During a scheduled water main shutdown for the rehabilitation project on Proctor th Avenue, two water main valves located in the intersection of 6Street and Proctor Avenue began to leak after being operated.Utilizing theircontractorfor the project,we worked with the County to have thevalves excavated and repaired. The estimated cost for the repairs is $12,100. The final coats of paint are being applied to Gary Street Water Tower’s interior, the project should be complete on or about August 14. rd Avenue, which was identified during our leak detection The water main leak on 183 survey, has been repaired. Sprint has decided to reinstall their equipment onto Auburn Street Water Tower since all three lease agreements withERMU have been renewed for another 5-yearterm. The water operators have continued to fix fire hydrants thatwere identified as needing repair during flushing and our leak detection survey. They have also started exercising and repairing distribution system gate valves as part of the annual gate valve exercising program.
