There are vacant parcels west of the subject parcel, across Highwa�T 169, and the surrounding properties on the east side of Highway 169 are developed to some level. The changeable copy sign will not impede the normal and orderlyT development and improvement of that vacant propertyT. Staff does not see a need to impose specific conditions to satisfy this standard. 4. It will not interfeYe with motorists making tuYns. It is also setback appro�mately 85 feet from the drive lane of Highway 169 which should not interfere with the traffic.
