08-15-2022 EDA MINMeeting of the Elk River Economic Development Authority Held at the Elk River City Hall Monday, August 15, 2022 Members Present: President Dan Tveite, Commissioners Garrett Christianson, Matt Westgaard, Mike Beyer, Jennifer Wagner via Zoom, and Charlie Blesener Members Absent: Commissioner Jeff Hartwig Staff Present: Economic Development Director Brent O'Neil, Economic Development Specialist Josh Mollan, and Deputy City Clerk Jolene Richter 1. Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Economic Development Authority was called to order at 5:34 p.m. by President Tveite. 2. Pledge of Allegiance Pledge of Allegiance was recited. 3. Consider Agenda Moved by Commissioner Westgaard and seconded by Commissioner Christianson to approve the agenda. Motion carried 6-0. 4. Consider Consent Agenda Moved by Commissioner Blesener and seconded by Commissioner Beyer to approve the following consent agenda: 4.1 July 18, 2022, Minutes 4.2 Check register as outlined in the staff report. 4.3 Balance sheet as outlined in the staff report. 4.4 Revenue/expenditure report as outlined in the staff report. Motion carried 6-0. S. Open Forum No one appeared for Open Forum. Economic Development Authority Minutes Page 2 August 15, 2022 ----------------------------- 6.1 Sale of Property at 17610 Tyler Street NW — continued from July 18, 2022 President Tveite opened public hearing. Jessica Houlihan, 670 Washington Avenue, Minneapolis, attended to answer any questions regarding this issue. Ms. Houlihan is a representative of the purchaser. There were no questions asked. President Tveite closed the public hearing. Moved by Commissioner Westgaard and seconded by Commissioner Christianson to approve resolution 22-01 authorizing the execution of a purchase agreement for sale of property at 17610 Tyler Street NW. Motion carried 6-0. 7.1 EDA Properties Update Mr. O'Neil presented the staff report Mr. Hardin presented the market update. 7.2 Resolution Establishing the 2023 Referendum Tax Levy as Approved by Voters for a Recreational Facility to be Leased to the YMCA Mr. Mollan presented the staff report Moved by Commissioner Blesener and seconded by Commissioner Westgaard to approve resolution 22-02 establishing the 2023 referendum tax levy as approved by voters for a recreational facility to be leased to the YMCA. Motion carried 6-0. 7.3 2023 EDA Budget Mr. O'Neil presented the staff report and noted the amount of the levy should be adjusted to $396,000 to account for EDA only paying one-half of analytics software and HRA paying the other Moved by Commissioner Blesener and seconded by Commissioner Beyer to approve the EDA preliminary levy for 2023 for inclusion in the city's overall preliminary levy.
