Meeting of the ver Elk River Planning Commission Held at Elk River City Hall Tuesday, July 26, 2022 Members Present: Chair Jill Larson -Vito, Commissioners Perry Beise, Dennis Booth, Eric Johnson, Craig Keisling, Tony Mauren, and Rob Rydberg Members Absent: None Also Present: Councilmember/Liaison Mike Beyer Staff Present: Community Development Director Zack Carlton, Senior Planner Chris Leeseberg, and Sr. Admin. Assistant/Recording Secretary Jennifer Green I . Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Planning Commission was called to order at 6:32 p.m. by Chair Larson -Vito. 2. Consider July 26, 2022, Planning Commission Agenda Moved by Commissioner Beise and seconded by Commissioner Keisling to approve the July 26, 2022, Planning Commission as presented. Motion carried 7-0. 3. Consider June 28, 2022, Planning Commission Minutes Moved by Commissioner Mauren and seconded by Commissioner Beise to approve the June 28, 2022, Planning Commission minutes. Motion carried 7-0. 4.1 Kevin Armstrong, 19054 Waco St. NW ■ Conditional Use Permit to allow a private kennel, Case No. CU 22- I6 Mr. Leeseberg presented the staff report. Chair Larson -Vito opened the public hearing. There being no one to speak, Chair Larson -Vito closed the public hearing. Moved by Commissioner Beise and seconded by Commissioner Rydberg to recommend approval of the request by Kevin Armstrong for a Conditional Planning Commission July 26, 2022 Page 2 Use Permit at 19054 Waco St. NW with the following conditions to satisfy the standards set forth in Section 30-654: 1. The applicant shall receive a private kennel license from the city. 2. No more than six (6) animal units shall be allowed outdoors at once. 3. The number of animal units shall not exceed eight (8). 4. The removal of animal waste shall comply with Section 10-5. 5. Feces be cleaned from the property twice weekly. 6. No more than two (2) animals per supervisor shall be allowed when dogs are off -site. 7. All dog waste shall be cleaned up immediately when dogs are off -site. 8. No dogs designated as dangerous or potentially dangerous are allowed to be kept on site, and the keeping of such dog shall be grounds for revocation of the permit. Motion carried 7-0. 5.1 Resolution approving the sale of public property, PID# 75-915-0020 Mr. Carlton presented the staff report. He explained the desire for GATR, the interested party wishing to purchase this parcel, to expand their operations and this will provide flex space for trailer parking while vehicles are being worked on. Moved by Commissioner Keisling and seconded by Commissioner Booth to approve Resolution 22-01 finding the sale of approximately 6.875 acres of the third phase of Natures Edge Business Park to be consistent with the Comprehensive Plan as outlined in the staff report. Motion carried 7-0. 6. Council Liaison Update Councilmember Beyer provided an update to the Planning Commission about recent City Council activities. The Planning Commission recessed into work session at 6:42 p.m. The meeting reopened at 6:42 p.m. 7.1 Comprehensive Plan Re -Zoning Guidance — FAST Area Mr. Leeseberg presented the staff report. He outlined the proposed zoning of the subject properties that are zoned FAST and the necessity to rezone to match their underlying land use. He then outlined the guidance of the Comprehensive Plan of creating new or significantly changing residential zoning district classifications to the following: -Combine R1b, R1c, and R1d into one district -Codify our small lot PUDs into one district N'.-. KWTUREI Planning Commission July 26, 2022 Page 3 -Townhomes and apartments of R4 Townhome Residential and R5 Multi - Family Residential -Urban residential will contain twin homes — may require its own district Mr. Leeseberg explained the reasons for these proposed changes in FAST district was to provide more commonly known zoning districts as the current FAST ordinance is difficult for the public to navigate and understand. It was the consensus of the commission to elevate the FAST district and rezone the area into common zoning districts. It was also the consensus of the Planning Commission to support combining the R1b, R1c, and R1d districts into one zoning district. 7.
