4.1. HRA MEETING MINUTES (2 SETS) 10-03-2022 Regular Meeting of the Elk River Housing and Redevelopment Authority Held at the Elk River City Hall Tuesday, September 6, 2022 Members Present: Vice Chair Denny Chuba, Commissioners Nate Ovall, Jayme Swenson, and Jennifer Wagner Members Absent: Chair Larry Toth Staff Present: Economic Development Director Brent O’Neil, Economic Development Specialist Joshua Mollan, and Sr. Administrative Assistant/Recording Secretary Jennifer Green 1. Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Housing and Redevelopment Authority was called to order at 5:30 p.m. by Vice Chair Chuba. 2. Pledge of Allegiance The Pledge of Allegiance was recited. 3. Consider September 6, 2022, Agenda Moved by Commissioner Wagner and seconded by Commissioner Swenson to approve the September 6, 2022, HRA meeting agenda as presented. Motion carried 4-0. 4. Consent Agenda Moved by Commissioner Ovall and seconded by Commissioner Wagner to approve the consent agenda as follows: 4.1 August 1, 2022, HRA Meeting Minutes – Special, Regular, and Closed. 4.2 Check register as outlined in the staff report. 4.3 Balance sheet as outlined in the staff report. 4.4 Revenue/expenditure reports as outlined in the staff report. Motion carried 4-0. 5. Open Forum No one appeared for Open Forum. Housing and Redevelopment Minutes Page 2 September 6, 2022 ----------------------------- 6.1 HRA Housing Rehabilitation Loan Update Mr. Mollan presented the staff report. Commissioner Wagner asked when new loans come in, could CEE ask the applicants how they heard about our program. She was interested in learning where they learn about our program. Mr. O’Neil indicated he will ask CEE if they ask the question. Vice Chair Chuba asked about the redundancy of the reports in the staff report. Commissioner Swenson stated unless it is extraordinarily new information, she felt it was redundant. Mr. O’Neil stated he will work on condensing the report and if the HRA wishes, he can provide the full report by request. 6.2 Finalize 2023 HRA Budget Mr. O’Neil presented the staff report. He explained the changes made from the discussion at August’s budget meeting, adding a line item to the budget for Software Services cost split with the EDA for Placer Analytics software. He also explained the change in the downtown planters were now under the contract with Yarkworx and moved that to Contractual Services but wanted to leave some funds in the Downtown Permanent Fixtures line item of $500. He then explained how they modified the Performance Measures to align with Goals. Commissioner Ovall noted the change in Property Acquisition increasing the amount from $145,000 to $200,000 to make appropriate offers on properties. Moved by Commissioner Wagner and seconded by Commissioner Swenson to adopt Resolution 22-01 approving the 2023 HRA Budget as outlined in the staff report. Motion carried 4-0. 6.3 General Updates Mr. O’Neil presented the staff report. He reported an aphid infestation on the downtown summer flower baskets. He complimented Yardworx who worked quickly to resolve the issues with new fall baskets. He indicated there may be some preventative steps to take so it may be prevented next year. 7. Call Meeting to Order Pursuant to due call and notice thereof, the meeting of the Elk River Housing and Redevelopment Authority was called to order at 5:45 p.m. by Acting Chair Chuba. 2. Closed Meeting – MN Statute §13D.05, Subd, 3(c)(3) The HRA held a closed meeting per MN Statute §13D.05, Subd. 3(c)(3) (the “Act”). The purpose of the meeting was to develop or consider an offer or counteroffers for the purchase or sale of real or personal property. The properties discussed were: HRA Properties at Main St. and Gates Ave.: PID #75-401-0130, 75-401-0135, 75-401-0140, 75-401-0145, 75-401-0150, 75-401-0115; and PID #75-405-0225, also known as 724 Main Street NW, Elk River. 3.
