Approve, by motion, the ordering of the Morton Avenue Drainage Improvement Project for 2023 with an
estimated total cost of $250,000 (as referenced in Option 2 of the Morton Avenue Drainage Study).
Background/Discussion
Following the work session discussion held on October 3, 2022, staff reviewed the Stormwater Utility Fund
Ordinance Sec. 78-402. — Purpose which states it is for "The administration, planning, analysis, installation,
operation, maintenance, and replacement of public drainage systems."
The city attorney reviewed the purpose and background of this utility fund and is in agreeance that it may be used
for a project like this since the intent is to conduct maintenance (pipe that crosses Main Street freezes, is smaller
than ideal size and is too shallow) therefore allowing for replacement. When the pipe is increased in size to
eliminate temporary flooding of Morton Avenue, a basin on the downstream end is needed to protect other
properties. Essentially, all improvements are tied to maintenance and replacement as listed in the beforementioned
ordinance section.
Staff agrees with this direction, and if approved, will add this as an add alternate to the 2023 Street Improvement
Project.
Financial Impact
Estimated $250,000 from the Stormwater Utility Fund. This is included in the draft CUP document for
10/17/2022.

I. Project Understanding
Precipitation data collection has shown an increase in the number of short duration, high intensity
storms. The shorter duration storms give the Morton Ave subwatershed area far less time to
infiltrate water into the soil, stormwater runoff volumes increase, and critical infrastructure and
homes are potentially threatened. Couple this recent phenomenon with undersized stormwater
infrastructure and you have a recipe for disaster. Even 30 years ago, we may not have sized our
storm sewer and drainage systems for a 10-year design storm. Now that the 10-year storm has
become much more intense, the undersized infrastructure can't possibly manage the new runoff
volumes. So, bottlenecks are exposed, and the result is localized flooding. Stormwater runoff
from the Morton Avenue subwatershed accumulates and causes surface flooding at a regional low
point near 319 Morton Avenue.
A portion of the improvement costs may be assessed to benefiting property owners. Public
assessments applied to the properties described in this report are subject to the requirements of
Minnesota State Statute, Chapter 429 (MS 429). This Preliminary Engineering Report is the first
step in the special assessment process required by the MS 429 Statute if assessments are applied.
This report addresses the necessity for infrastructure improvements in the Morton Avenue
drainage area. Included in this report is a description of proposed improvements, along with the
estimated costs and assessments. The specific objectives of this report are to:
• Evaluate the need for the project.
• Determine the necessary infrastructure improvements.
• Prepare cost estimates and assessment rolls for the proposed improvements.
• Determine the feasibility of the improvements.
II. MS 429 Process and Proposed Schedule
As mentioned above, infrastructure improvements financed through the assessment of benefiting
property owners are regulated by Minnesota Statute, Chapter 429 (MS 429). The process
prescribed by MS Chapter 429 along with the proposed project schedule is described below.
The benefited parties submit a petition for the proposed improvements to the City Council or, as
in this case; the improvement process was authorized by the City Council without a petition.
An optional public open house was held to inform residents of concepts and receive input on
proposed improvements.

The City Council held a work session to discuss the preliminary concepts of this study and evaluate
possible funding sources.

The City Council passes a Resolution ordering preparation of a Feasibility Report to be completed
for the proposed project.

After the City Council considers the Feasibility Report, the Council may pass a Resolution Receiving
Report and Calling Hearing on Improvement, as well as a resolution ordering preparation of plans
to indicate its plan to continue the process.

After the City Council considers the presentation of the plans and specifications, it may pass a
Resolution Approving Plans and Specifications and Ordering an Advertisement for Bids. Estimated
date: January 16, 2023
The advertisement for bids should be published in the official local newspaper and trade
publication such as the "Construction Bulletin" at least three weeks prior to the bid opening date.
Estimated bid opening date: February 8, 2023
If the City Council wishes to continue with the improvements after consideration of bids, the City
Council may pass a Resolution Accepting Bid. This resolution would award the project to the
lowest responsible bidder and construction may begin. Estimated date: February 20, 2023
Following completion of the proposed improvements, a public hearing is held to set the final
assessment amounts. Estimated date: November 20, 2023
III. Current Drainage Conditions
The Morton Ave subwatershed is primarily
single-family residential land use. The soil
types are Hydraulic Soil Group A, which are
sandy and have a high potential for infiltration.
The area is served by City storm sewer. Refer
to Figure 1 in Appendix B for a subwatershed
area map.
Approximately 11.3 acres drains to the Morton
Ave Low point, with approximately 2.33 acres
of direct drainage contribution to the Morton
Ave catch basins. The low point can pond to
approximately 0.8 feet (9.6 inches) before
overtopping into the front yard and driveway
of 319 Morton Ave and into the low area behind
(west of) the home. Exhibit 1: 319 Morton Avenue low point
According to City staff, it was observed that the flooding is largely a function of high intensity
storms. That is, when it rains 1" to 2" in an hour or less, the low area will flood from the storm
sewer pipe backing up through catch basin grates, limited inlet capacity at the catch basin grates,
or a combination of both. According to Atlas 14 rain fall data in Elk River, a 2" storm that occurs in
30 minutes has an equivalent return interval of 25 to 50-years. Therefore, a good estimate of
total potential runoff flood volume is to model a 25 to 50-year, 24-hour storm (5.25" to 6.10" in
24-hours).

Hydraulic Modeling and Assessment of Flooding
The source of the flooding at Morton was confirmed through hydraulic modeling. Autodesk Storm
and Sanitary Analysis (SSA) was chosen for its comprehensive and full hydrodynamic ability. The
low area was modeled as a storage area to best understand the depth of water in the intersection,
how the pipes may surcharge and add to flooding, the bypass flow from upstream catch basins
during large events, and the capacity of the pipe system through the rain fall event. From this
assessment, it is evident that multiple factors contribute to flooding.
1) The total watershed area upstream of Main St is 11.3 acres. Morton Ave has a directly
contributing drainage area of 2.33 acres. The drainage areas outside of directly contributing
areas do not provide substantial overland flow contribution to the Morton Ave low point.
2) The low point on Morton Ave is currently served by 2 catch basins, one on either side of the
road. This offers limited inlet capacity for the contributing direct overland discharge.
3) There are 2 catch basins on the north side of Main St at Morton Ave. Overland flow draining
to these catch basins exceeds the inlet capacity, and bypass flow makes its way to the Morton
Ave low point. This flow contribution is small, but a contribution, nonetheless.
4) The storm sewer pipe in Morton Ave is 18" from 4t" St to the Morton catch basins and 21"
form the catch basins to Main St. Then, the pipe is reduced to a very flat 12" diameter across
Main St, then a steeper (-4%) 12" pipe before turning back into an 18" pipe down Morton
towards the river. The 12" bottleneck at Main St causes stormwater to surcharge out of the
Morton catch basins.
Figure 2 in Appendix B shows the approximate water inundation area for a variety of rainfall
events.
IV. Proposed Flooding Solutions
Several solutions to flooding were assessed. These generally include storm pipe size increases and
adding catch basins and manhole structures along with discharge rate mitigation. All options were
assessed in SSA to measure the flood reduction outcomes. The following phenomena were
observed in the modeling.
1) Increasing pipe size downstream of the low point in Morton Ave (i.e. upsizing the 12" pipe
across Main St) lowers the hydraulic grade line in the pipe. That is, the water surface is lower
such that stormwater is not surcharging from the pipe to roadway.
a. The upsize in pipe has a minor impact on the depth of water in Morton Ave because
the flow into the pipe is inlet controlled. That is, the catch basin inlet capacity is
limited relative to the overland runoff rates.
2) Increasing the inlet capacity by adding more catch basin structures raises the hydraulic grade
line in the pipe. So, there is a point of diminishing returns when it comes to adding catch
basins and speed at which we can remove water from Morton Ave.
3) Increasing the pipe size downstream of Main Street relieves the remaining bottle neck in the
system to address the flooding at the low point in Morton Avenue.
The following options have been identified as the primary alternative solutions to this issue. Refer
to Figures 3-5 in Appendix B for maps representing the proposed alternatives.

Option 1: Do Nothing
Through modeling it has been determined that the storm sewer system is meeting spread
requirements on a 10-year storm event. This is the standard storm sewer sizing used to
design the pipe sizes and number of catch basins needed to prevent a safety issue for
drivers on 10-year or smaller storm events. When rarer storm events occur, or flash flood
downpours, it is by design that all sized storm events do not make it into the storm system
and flash flood all downstream outlets. Given that this localized low point doesn't have a
standard emergency overflow preventing property damage, this option may not be
preferred.
Option 2: Pipe Upsize and Storm Water Mitigation.
Option 2 considers the limited pipe capacity under Main St. Upsizing the pipe from a 12"
pipe to a 21" pipe across Main Street and 280' south along Morton Avenue to the existing
18" pipe. This eliminates the bottle neck in the system to handle larger storm events (25-
year and higher).
The upsize alleviates surcharging conditions at the low point on Morton Ave but this option
also proposes to add double catch basins at the low point to increase the rate that the larger
storm events need to flow into the storm sewer system to prevent flooding.
As this option relieves the flooding condition at the low point, it moves more water down to
the ultimate discharge point. To prevent higher flow rates at the discharge point, a surge
pond or perforated pipe is needed to mitigate the flows.
The storm sewer reconfiguration also adds one new catch basin in the northwest quadrant
of Main St and Morton Ave to reduce overland bypass flow to the north. A second catch
basin at the northeast corner of Main St and Morton Ave was considered but provides no
additional flood relief at the low point.
Option 3: 319 Morton Avenue Surge Pond & Main Street Intersection Improvements
This option considers the fact that the garage and home at 319 Morton Avenue currently sit
below the emergency overflow (EOF) point of the identified low point on Morton Avenue. If
the home were to be removed, no homes would fall below the EOF. As an additional
improvement to the storm system, double catch basins could be added at the low point and
a surge pond could be built at the location of the current home to help relieve down stream
impacts.
This option also includes replacing the undersized 12" storm sewer pipe across Main Street
to eliminate the continuing maintenance issue that is occurring with such a flat shallow pipe.
Flooding Depths
Table 1 describes the low point, top of curb, and emergency overflow (EOF) elevations at the low
point on Morton Ave. A typical storm sewer design would provide capacity for 10-year rain fall
event such that the 10-year storm is contained within the storm sewer pipe and the gutter spread
is managed to half of the drive lane to avoid hydroplaning. Table 2 describes the existing and
proposed conditions depths in Morton Ave. Based on traditional design standards, the current
catch basin configuration can manage the 10-year storm. The 25-, 50-, and 100-year storms start
to threaten the adjacent property by overtopping the curb and utilizing the EOF. The proposed
options increase the storm sewer system to take storm events larger than the standard 10-year
event, to mitigate the flooding issue identified during extreme storm events.

Discharge Rates
Since the storm sewer capacity is increased with some of the proposed options, an associated
increase in discharge rate is observed at the storm sewer outlet. Also, since the land use
upstream does not change, there is no noticeable change in runoff volume to the ultimate
discharge point. Currently, the City maintains a stormwater management pond near the
Mississippi River. Figure 4 in Appendix B shows the discharge location and approximate extents of
the stormwater management facility. Table 3 summarizes the anticipated decrease in discharge
rate for each proposed option. It is proposed to eliminate any increase in flow at the discharge
point. We have identified three primary options to mitigate the increase in discharge rates.
1) Expand the current facility. The current facility is in a narrow easement on private property
and surrounded by trees. While the City maintains this area, it is known for relatively high
rates of sedimentation, inundation from flooding from the Mississippi river and existing
washout issues have already been a concern, so expansion in this location is not preferred.
2) Expand a dedicated regional stormwater facility at Bailey Point Nature Preserve. By routing
stormwater into the park and away from private property, the City may increase stormwater
retention and improve water quality to a higher extent than the existing basin. In general, A
portion of the Morton Ave discharge could be diverted through a control structure into a new
basin in Bailey Point Nature Preserve and the overflow continue on its existing discharge
route.
a. Preliminary sizing of a stormwater diversion and retention facility within Bailey Point
Park Preserve was performed. Similar design criteria could be applied to the existing
ponding area east of Morton Ave. The available depth of a feature is approximately 3
feet and has a footprint of approximately 5,000 square feet. The volume of the
feature would be approximately 11,000 cubic feet to mitigate the peak discharge rate.
A 24" diversion pipe from the catch basins on Morton Ave would allow back flow of
water out of the system for temporary retention and infiltration.

3) The proposed storm sewer replacement could be installed as perforated pipe to enhance
infiltration with a control weir in the downstream structure. Based on hydraulic modeling
results, approximately 11,000 cubic feet of additional storage is needed. Several options were
considered to achieve this volume in the 280' of pipe planned to be replaced in options 2 and
4 down stream of Main Street.
Modeling was performed to test the sensitivity of a 48" diameter perforated pipe and
control weir. In order to maximize the potential infiltration volume, the weir in the
control structure would have to be set at the top of the 48" pipe. This does well for
the smaller events (less than 10-year) but does not mitigate peak flows for the larger
events (10-year and larger).
b. To mitigate the larger storm events, A 60" perforated pipe would be needed with
additional open graded rock storage 2.5' below and 2' on each side of the pipe with a
void capacity of 40%.

V. Results
During this evaluation, several solutions to flooding were modeled and analyzed to minimize the
flooding potential. These generally include storm pipe size increases and adding catch basins and
manhole structures to maximize the system's capacity to reduce surface discharge. The sources of
flooding are multifaceted including potential pipe bottlenecks, reduced inlet capacity, and high
overland discharges. The study resulted in the following results.
1) The 10-year storm is a good target for improvements. It is an industry standard to provide
enough pipe capacity to manage a 10-year storm, and surface ponding should be minimized
(not always eliminated) to reduce the potential for hydroplaning. Based on this hydraulic
assessment, the current system meets the 10-year design standards for pipe capacity such
that the depth in the gutter stays below the top of curb (i.e. less than 0.5'). This depth results
in inundation across most of Morton Ave. Adding inlet and pipe capacity helps protect
Morton Ave to more frequently observed high intensity, short duration storms that have
return probabilities of 25-, 50-, and 100-year events.
2) The 12" bottleneck under Main St is not a preferred design. This has been a maintenance
issue, limits the upstream capacity of the system and causes the upstream pipe to surcharge.
At a minimum, this pipe should be upsized to match the upstream capacity and eliminate the
maintenance issue. The higher sloped 12" pipe downstream of Main Street could be replaced
to increase system capacity above the 10-year design.

3) The single set of catch basins reduces inlet capacity at Morton Ave. When increased to 2
catch basins on either side of the road, a more substantial reduction in peak water surface
elevation is observed. The reduced depths narrow the spread of water in the street and
brings the design closer to compliance with typical gutter spread standards.
4) Option 2 is recommended for the maximum benefit at the Morton Avenue low point. The
increase in pipe size across Main St to the connection with the 18" pipe provides additional
flood reduction benefit above the 10-year rainfall event. Furthermore, the added inlets will
help protect the adjacent properties from flooding during high intensity, short duration
rainfall events.
5) A surge pond in Bailey Point Nature Preserve is needed with option 2 to allow back flow of
water out of the storm sewer system for temporary retention to reduce the flow rate and the
amount of sediment at the discharge point to the Mississippi River.
VI. Opinion of Probable Cost
Estimated project costs were developed for the 2 options including improvements along Main
Street and Morton Avenue. Costs for peak flow mitigation are also included in these options. The
Baily Point Nature Preserve storm pond option is estimated at a cost of $39,000. The perforated
pipe option was estimated to cost approximately $66,000. Given these costs, we have included
the cost of this downstream ponding rate control in Option 2 below. We have also included one
SAFL Baffle in options 2 and 3 to improve sediment reduction prior to the discharge point. Table 4
is a summary of estimated project costs. A full breakdown of costs is included in Appendix A.

VII. Funding & Assessments
Funding for the project could come from a combination of special assessments and the city storm
water utility fund.
It has been determined that the full cost of Option 2 could be paid through the Storm Water
Utility fund without the use of special assessments. However, the City could elect to follow the
special assessment procedure regarding any direct additions to the system should they choose.
Special assessments could be levied in accordance with the City Special Assessment Policy which
states the proposed improvements can be assessed to the Service District based on gross area and
a weighting factor based on zoning type.
The improvements needed to resolve the flooding at the low point on Morton Avenue would be
distributed over all of the drainage area flowing to the low point sub -catchment area. The
improvements at the system discharge point at Bailey Point would be distributed to the full sub -
catchment area contributing water to the discharge point.

The improvements required to replace the maintenance issue of the undersized pipe crossing
Main Street and reconstruct any existing storm sewer elements would not be assessed and would
be fully paid for by the City through the Storm Water Utility Fund.
An alternate assessment distribution option was also evaluated. Distributing the assessable costs
on a per lot basis would be the equivalent of the average assessment listed below if it were to be
applied over all the catchment area properties equally.
If only the 9 properties that are on the block of Morton Avenue that has the flooding issue share
the assessable cost, their individual assessment would be $6,344.44 for Option 2 and $44,388.89
for Option 3. A special assessment amount cannot be more than the increase in value of the
property it is levied upon. The Option 3 assessment amounts may be difficult to substantiate and
therefor this option is not recommended.

VIII. Recommendation
Based on the findings presented in this report, Option 2 meets the desired outcome at the lowest
estimated cost. These improvements are cost effective, necessary, and feasible from an
engineering perspective to resolve the flooding issue on Morton Avenue. Should the City
determine these improvements are financially feasible we recommend that the City Council
approve this report, call for a public hearing to follow the MS-429 process should they elect to
proceed with levying special assessments, and authorize the preparation of final plans and
