Adopt, by motion, a resolution authorizing execution of a grant agreement between the City of Elk River Police
Department and the Minnesota Department of Public Safety.
Background/Discussion
The Elk River Police Department has been awarded $77,400 in grant money for Toward Zero Deaths (TZD)
enforcement. The grant requires City Council approval, and signature of the police chief and city clerk.
The attached resolution will be sent to the Minnesota Department of Public Safety for finalization of the grant.
Once the resolution is signed, the final draft of the grant agreement will be sent to the Elk River Police
Department for signature and finalization.

A Resolution of the City Council of the City of Elk River Authorizing
Execution of a Grant Agreement for the Toward Zero Death Program
WHEREAS, Be it resolved that the City of Elk River, on behalf of its police department,
enter into a grant agreement with the Minnesota Department of Public Safety, for traffic
safety enforcement projects during the period from October 1, 2022, through September 30,
2023; and
WHEREAS, The City of Elk River Police Chief, Ron Nierenhausen, is hereby authorized
to execute such agreements and amendments as are necessary to implement the project on
behalf of the City of Elk River Police Department and to be the fiscal agent and administer
the grant.

Under Minn. Stat. § 299A.01, Subd 2 (4)the State is empowered to enter into this grant contract agreement.
Term: The creation and validity of this grant contract agreement conforms with Minn. Stat. § 16B.98 Subd. 5.
Effective date is the date shown above or the date the State obtains all required signatures under Minn. Stat. §
16B.98, subd. 7, whichever is later. Once this grant contract agreement is fully executed, the Grantee may claim
reimbursement for expenditures incurred pursuant to the Payment clause of this grant contract agreement.
Reimbursements will only be made for those expenditures made according to the terms of this grant contract
agreement. Expiration date is the date shown above or until all obligations have been satisfactorily fulfilled,
whichever occurs first.
The Grantee, who is not a state employee will:

also comply with all requirements referenced in the 2023 Enforcement Guidelines and Application which includes
the Terms and Conditions and Grant Program Guidelines (https://app.dps.mn.gov/EGrants), which are
incorporated by reference into this grant contract agreement.

Representative accepts the invoiced services and in accordance with the GrantProgram Guidelines. Payment
will not be made if the Grantee has not satisfied reporting requirements.
