Background/Discussion
Since 2013, the Elk River Area Special Olympics has been granted field use under the school district’s allocation
which requires no fees. The organization is not affiliated with the school district. They use two fields on a
Wednesday night that typically does not interfere with other users.
In 2022, they were grandfathered into the same agreement because their program numbers took a drastic hit with
Covid, and it allowed them to budget for field use.
For 2023, staff recommends the Elk River Area Special Olympics a field use fee of $25/per field/per day. Should
they want lights, they will also pay the same adjusted light fee, which for this classification is $25/field per day
and $4/hour for use.
Financial Impact
The city will receive approximately $300 in revenue, annually.
Mission/Policy/Goal
Field use rates are intended to be reasonable to foster participation, collaboration and accountability between
youth sports associations and the city.
